Planning Commission Meeting Minutes <br />January 16, 2007 <br />Page 8 <br />Commissioner Jensen stated there is a pot to spend and if it is needed for maintenance in the <br />future it is hard to get. <br />Ms. McCloud replied she is saying they want to have enough parking for people until other areas <br />of the park are develop. She stated that if the demand for parking is not what was anticipated, <br />Phase 2 would not be completed. She explained this would remain grass unless additional <br />pavement becomes warranted. <br />10 Commissioner Jensen stated a number of different scenarios such as a proof of parking where the <br />11 spaces are not built right away have been looked at. He stated the space is allocated per the <br />12 master plan but different approaches to parking are tried when it is primarily the peak events that <br />13 take the spaces and most of time the park would be vastly over -served with parking. <br />14 <br />15 Ms. McCloud replied that some analysis did indicate that it was over built and they backed off <br />16 from what was previously built in other parks. <br />17 <br />18 Commissioner Jensen indicated that some of the slightly reinforced grass paver systems used is a <br />19 way to introduce some of the other green technology that would hold up better to cars after a <br />20 significant rain event than typical grass. <br />21 <br />22 Ms. McCloud replied that was the intent <br />23 <br />24 Commissioner Galyon asked if cats would be ticketed and how it would be enforced. <br />25 <br />26 Mr. Hahn stated when the Park District has large events, the park police are out in force to patrol <br />27 the area and keep people moving. He reported that when the study was done, one aspect studied <br />28 was the large group rental. He reported they found one would think cars would come full when <br />29 they were actually arriving with 1.9 people per car. <br />30 <br />31 Commissioner Jenson asked if parking would be allowed on County Road E. He stated when a <br />32 large event is planned, people would go to the event to try to park, and asked how do you steer <br />33 them away when parking is full. <br />34 <br />35 Mr. Hahn stated parking is not allowed on County Road E. Ile restated the park police and <br />36 signage would be used to direct people. <br />37 <br />38 Commissioner Jenson stated if Phase I was to have 150 paved parking places, would a ramping <br />39 up process be implemented as the size of the events are planned. <br />40 <br />41 Ms. McCloud stated the visitor center is the only building planned and this did not put a lot of <br />42 people in the park. She explained that right now events would be planned to use the existing <br />43 parking or to use of a shuttle for larger events. <br />44 <br />45 Commissioner Jensen mentioned that in the past the St. Anthony Police Reserve was used. <br />32 <br />
