Approval of March 27, 2007 Council Meeting Minutes <br />2 <br />3 Motion by Councilmember Stille, seconded by Councilmember Horst, to approve the March 27, <br />4 2007 City Council meeting minutes. <br />6 Motion carried. 4 Ayes, 0 Nays, I Abstain (Councilmember Gray). <br />7 <br />8 IV. PUBLIC IIEARING <br />9 <br />10 None. <br />11 <br />12 V. REPORTS FROM COMMISSION AND STAFF <br />13 <br />14 None. <br />15 <br />16 VL GENERAL POLICY BUSINESS OF THE COUNCIL <br />17 <br />18 A. City Engineer's Update <br />19 <br />20 City Engineer Hubmer presented an update of the projects in St. Anthony Village. <br />21 <br />22 City Engineer Hubmer reported the installer replaced approximately1200 meters to date and <br />23 anticipates completing the first appointments for all residential meters by the end of April. IIe <br />24 stated the contractor found 85 locations where foundation drains exist and anticipates the number <br />25 would grow as they continue the inspection and installation of meters. <br />26 <br />27 City Engineer Hubmer reported the permanent location for the receiver is on the Pillsbury <br />28 Tower. He stated 600 of the 2007 first quarter bills were generated using the new water meter <br />29 and radio read system. He mentioned that residents who received the yellow cards are in <br />30 transition. <br />31 <br />32 Councilmember Thuesen asked Mr. Hubmer if lie had a specific number of drains in mind or <br />33 assumed were in the community when the project began. He asked if a specific number of drains <br />34 were required to substantially reduce the I/I. <br />35 <br />36 City Engineer Hubmer replied he anticipated 400-600 foundation drains would be found. He <br />37 stated at least 250 foundation drains are needed to conform to the Metropolitan Council's <br />38 surcharge rules. I -Ie stated residents are doing a very good job of converting to sump pumps. <br />39 <br />40 Councilmember Thuesen asked Mr. Hubmer if he is confident that fixing the foundation drains <br />41 would help with the I/I issues. <br />42 <br />43 City Engineer Hubmer replied he believed so because the clay tiles have been replaced over the <br />44 years as have the foundation drains. <br />45 <br />46 Councilmember Stille asked why a local tower was not used for the receiving tower. <br />
