City Council Regular Meeting Minutes <br />July 24, 2007 <br />Page 5 <br />Councilmember Stille noted on page 3-13 the regional bike trail includes a ramp connection that <br />did not exist yet. <br />4 Motion by Councilmember Stille, seconded by Councilmember Thuesen, to approve Resolution <br />5 07-054, a Resolution of preliminary approval of the Draft 2008 City of St. Anthony <br />6 Comprehensive Plan Update for submission to the Metropolitan Council and re -submission of <br />7 the Draft 2008 Comprehensive Land Use Plan to adjacent cities, counties, watershed districts and <br />8 school district with recommended changes. <br />10 Motion carried unanimously. <br />11 <br />12 VI. GENERAL POLICY 13USINESS OF THE COUNCIL. <br />13 <br />14 A. Resolution 07-055; Relating to Findings made by City Council on June 26, 2007 <br />15 concerning Resolution 07-049. <br />16 <br />17 City Attorney Lindgren reported the City received a letter on July 24, 2007 from attorneys <br />18 representing T -Mobile. IIe recommended Council table the resolution on the agenda until <br />19 August 14, 2007, thereby, giving him an opportunity to review it. <br />20 <br />21 Motion by Councilmember Gray, seconded by Councilmember Horst, to Table Resolution 07- <br />22 055, a resolution relating to findings made by City Council on June 26, 2007 concerning <br />23 Resolution 07-049, until August 14, 2007. <br />24 Motion carried unanimously. <br />25 <br />26 B. Resolution 07-056; Approving Funding of $35,000 for Established Connection from <br />27 Overpass on St. Anthony Boulevard and Francis Gross Golf Course to the Northeast <br />28 Diagonal Trail and Grand Round. <br />29 <br />30 Mayor Faust reported he spoke with the City of Minneapolis, the Minneapolis Park Board, and <br />31 Three Rivers Park and Hennepin County on the connection. He stated the cost to connect is <br />32 about $70,000. He pointed out the benefit of paying for half. <br />33 <br />34 Council reached consensus that paying $35,000 is a way to show good faith that the City of St. <br />35 Anthony wanted to work with them but not carry the entire burden. He stated it would be an <br />36 opportunity for the citizens to connect with the Grand Round. <br />37 <br />38 City Manager Mornson reported the total cost is about $200,000. He explained the City of <br />39 Minneapolis received a Federal Grant for this project. He stated Three Rivers Park District is <br />40 willing to pay for half of the $70,000. He commented this is an opportunity to achieve the City's <br />41 goal to become a walkable community. <br />42 <br />43 Mayor Faust stated it currently ends at Roseville; this would be a first step towards an access <br />44 point connecting to the Northeast Diagonal trail system. <br />45 <br />46 Councilmember Gray commented the costs fluctuated upwards. <br />
