SECTION V <br />STRATEGY. REGULATION <br />No. I Policy <br />Target Audience <br />Rate Control <br />1 <br />Any development or redevelopment within the City of St. Anthony <br />Developers <br />will be required to control runoff to the extent necessary to be <br />consistent with this plan. Redevelopment projects shall provide <br />stormwater controls such that the critical one and 100 -year storm <br />events existing condition peak discharge rates are not increased <br />following site development. <br />Flood Control <br />1 <br />The design of all major stormwater storage facilities shall attempt to <br />Developers <br />accommodate a critical duration 100 -year storm event. These <br />facilities include lakes, ponds, and their outlets. New storm sewer <br />systems shall be designed to accommodate a critical duration, 10 - <br />year storm event, provided that the downstream system has <br />adequate capacity or storage available to accommodate this <br />design. Street ponding may be necessary to provide flood <br />protection to residents. <br />2 <br />Any new or redevelopment within the City will maintain two feet of <br />Developers <br />freeboard over the 100 -year high water elevation or one foot of <br />freeboard over the emergency overflow elevation, and the lowest <br />building floor elevation. <br />3 <br />The City will require compensatory storage equal to the storage <br />Developers <br />losses resulting from floodplain fill. The City is located within <br />RCWD Flood Section A. The RCWD Floodplain Management <br />Policies can be found at rcwd.org. <br />4 <br />The City will acquire easements over areas 25 feet from centerline <br />Developers <br />of any major drainageway that has 200 or more acres of tributary <br />area. The City may also acquire easements over floodplain areas <br />upon redevelopment of such areas. <br />Water Quality Treatment <br />1 <br />It is the intention of the City to utilize natural ponding areas, such as <br />City, Developers <br />wetlands, for the impoundment and treatment of surface water <br />runoff and these natural ponding areas are preferred over <br />impoundments constructed in upland areas. <br />City of St. Anthony Section V — Page 4 <br />WSB Project No. 1626-25 <br />August 2007 <br />32 <br />
