City Council Regular Meeting Minutes <br />August 28, 2007 <br />Page 3 <br />Councilmember Stille recommended Council table the resolution until it could be studied further <br />and research alternatives. <br />Mayor Faust commented Minnesota State Statute 471.345 protects the City. <br />Councilmember Thuesen stated it makes sense to evaluate energy usage and efficiency. Ile <br />stated this is a win-win for the taxpayers of St. Anthony and the environment. <br />9 Councilmember Hoist clarified that Johnson Controls is the contractor and the City decides <br />10 which projects to pursue. He stated he is comfortable working with Johnson Controls. <br />11 <br />12 Vote Ayes 4, Nays 1 (Stille) Motion carried. <br />13 <br />14 B. Resolution 07-063; Authorizing Distribution of the St. Anthony Water Resource <br />15 Management Plan to Review Agencies <br />16 <br />17 City Engineer Hubmer reported the final draft update of the St. Anthony Water Resource <br />18 Management Plan is complete. He gave a brief presentation on the reason for and the history of <br />19 the Water Resource Management Plan and explained the purpose of each section. <br />20 <br />21 City Engineer Hubmer stated staff requests that the draft Plan be forwarded for review and <br />22 comment to the Rice Creek Watershed District, the Mississippi Watershed Management <br />23 Organization, the Metropolitan Council, the Cities of Roseville, New Brighton, Columbia <br />24 Heights, and Minneapolis. Also, Ramsey and Hennepin counties. <br />25 <br />26 City Engineer Hubmer reported the review process is anticipated to take 60 days, and at that <br />27 time, staff would respond to comments received and revise the Plan as necessary. He stated he <br />28 would present the proposed revisions and comments to the City Council for consideration. <br />29 <br />30 Motion by Councilmember Thuesen, seconded by Councilmember Gray, to approve Resolution <br />31 07-063, a Resolution Authorizing Distribution of the St. Anthony Water Resource Management <br />32 Plan to Review Agencies. <br />33 <br />34 Motion carried unanimously <br />35 <br />36 Mayor Faust stated that due to a lack of sound for televised August 14, 2007 City Council <br />37 Meeting and for the benefit of residents listening at home, Items C and D are a repeat from the <br />38 last City Council meeting. More detailed minutes are included in the August 14, 2007, council <br />39 meeting. <br />40 <br />41 C. City Engineer Update <br />42 <br />43 City Engineer Hubmer repeated the August 14, 2007 presentation and provided updates on the <br />44 status of projects ongoing within the City of St. Anthony Village to include the 2007 Street <br />45 Reconstruction Project, Foss Road Lift Station, Silver Lake Road, Automated Water Meter and <br />46 I&I Inspection Program, and the Geographic Information System (GIS). <br />
