City Council Regular Meeting Minutes <br />August 28, 2007 <br />Page 4 <br />2 City Engineer Hubmer stated lie met with the Mississippi Watershed Management Organization <br />3 on August 28, 2007, on projects dealing with stormwater water run off. He reported a project to <br />4 capture stormwater run off and storing in an underground tank to use to irrigate the Central Park <br />5 system. He stated another meeting is planned to find funding sources and assess the merits of the <br />6 project. <br />8 City Engineer Hubmer stated he met with the Mississippi Watershed Management Organization <br />9 to discuss the installation of a large underground water storage system and the possibility of <br />10 adding a chemical process to remove 90 percent of the phosphorus. IIe explained that St. <br />11 Anthony Village drains to Minneapolis at the intersection of Lowry and Highway 88. <br />12 <br />13 Mayor Faust encouraged staff to support City Engineer Hubmer in this effort and commented <br />14 that St. Anthony could be a demonstration site, thus, mitigating the cost of the project. <br />15 <br />16 D. Financial Management Plan <br />17 <br />18 Ms. Stacie Kvilvang, Ehlers and Associates, repeated the August 14, 2007 Financial <br />19 Management Plan presentation to the City Council. <br />20 <br />21 Councilmember Stille commented that St. Anthony has a mission statement and with that, the <br />22 Comp Plan was reviewed and projects and goals were identified. He thanked Ms. Kvilvang for <br />23 encouraging Council to do this. <br />24 <br />25 Mayor .Faust thanked Ms. Kvilvang for her work. <br />26 <br />27 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />28 <br />29 City Manager Morrison reported the next step for the Financial Management Plan would be <br />30 presented at the next Council meeting when the 2008 budget is approved. He reported a <br />31 resolution to pay off the 2007 bond would also be on a future agenda. <br />32 <br />33 City Manager Morrison reported meeting with Ramsey County. He stated Highway 88 would be <br />34 resurfaced and detours would be involved. <br />35 <br />36 City Manager Morrison recommends that Mr. Jay Hartman be appointed to a Mississippi <br />37 Watershed District Organization task force. <br />38 <br />39 City Manager Morrison reported on the Planning Commission issue for a request for a text <br />40 amendment allowing a daycare as CUP. He commented the City Attorney recommended a <br />41 change of text, which would then require most uses allowed in the Commercial Zoning District <br />42 to also be a permitted use in the Industrial zoning district with an approved CUP. <br />43 <br />44 City Manager Morrison commented on the donations from Wal*Mart and the fact that Police <br />45 Reserves work as security officers at Wal*Mart. <br />46 <br />5 <br />
