City Council Regular Meeting Minutes <br />September 25, 2007 <br />Page 4 <br />Councilmember Stille reiterated the additional one-year delay would not put the City at risk. <br />Ms. Kvilvang replied that was correct. <br />6 Councilmember Horst stated this is anticipated to be a reasonable extension and construction <br />7 would begin as anticipated. <br />9 Ms. Kvilvang commented they know the developer is working with the lender to begin <br />10 construction and the timeline should go as planned. <br />11 <br />12 Councilmember Gray asked Ms. Kvilvang to explain the extension is due to slower sales. He <br />13 asked why the price would not be lower to increase sales. <br />14 <br />15 Mr. Len Pratt, Pratt Homes, replied that they want to protect the value of each home by including <br />16 upgrades and not lowering the price. IIe slated the entire project combined has come through at <br />17 a higher tax value. He commented 95 homes have been sold. He thanked and acknowledged the <br />18 homeowners and renters that are in place. He invited everyone to the Salo Park Art Fair located <br />19 right outside his or her doors. <br />20 <br />21 Councilmember Stille commented the methodical approach is resulting in the sale of homes. He <br />22 stated they are selling homes at a nice pace. <br />23 <br />24 Mr. Pratt replied they are selling three to four units per month. He commented there are a wide <br />25 variety of people moving into the community. <br />26 <br />27 Mayor Faust stated this has been a steady consistent journey since 2002. He stated everyone <br />28 understood this would be a long-term plan. He commented he sees no risk to the City. <br />29 <br />30 Councilmember Thuesen stated he sees this project moving forward and looks at the amendment <br />31 as having no risk to the City. He commented the consensus from the community is they are <br />32 happy with the progress. <br />33 <br />34 Mayor Faust commented that the pace is good for the City and gives everyone time to assimilate. <br />35 <br />36 Motion by Councilmember Stille, seconded by Councilmember Thuesen, to approve Resolution <br />37 07-067, a Resolution Relating to a Sixth Amendment to Redevelopment Agreement by and <br />38 among the City of Saint Anthony, Minnesota, The Housing and Redevelopment Authority of the <br />39 City of Saint Anthony, Minnesota, and Apache Redevelopment, LLC (The "Developer"), dated <br />40 December 19, 2003. <br />41 <br />42 4 Ayes 0 Nays 1 Abstain (Horst).
