City Council Regular Meeting Minutes <br />October 9, 2007 <br />Page 4 <br />Councilmember Thuesen stated he was surprised the single -sort numbers were not higher. <br />Assistant City Manager Moore -Sykes replied St. Anthony has always been forthcoming with <br />recycling. <br />Councilmember Horst asked how the single sort recycling affected apartments and townhouses. <br />Assistant City Manager Moore -Sykes replied multi -family units are required to recycle. <br />9 Ms. Torre Heiland, Municipal Marketing Manager, Waste Management, replied that <br />10 commercially it is up to the City Ordinance if they are included. She reported that Waste <br />11 Management offers recycling containers for paper and cardboard and another for other recycled <br />12 items. She stated there is a contract between the apartments and the townhome associations and <br />13 the waste hauler. <br />14 <br />15 Mayor Faust asked why an apartment or townhome would not want single soil recycling. <br />16 <br />17 Mr. Eric Sederstrom, Operations Manager, Walters Recycling and Refuse, Inc. replied they have <br />18 a hard time keeping the garbage out of the recycle. He stated they have struggled with this. <br />19 <br />20 Councilmember Horst questioned whether the hauler could site a homeowner for contaminating <br />21 recycle bins with garbage. Mr. Sederstrom stated from his experience this is hard to do in <br />22 apartment or townhome complexes where it is hard to know who put garbage in with recycling. <br />23 <br />24 Mr. Sederstrom commented that a homeowner would be notified if garbage was contaminating <br />25 the recycle and the hauler would not pick it up. <br />26 <br />27 Councilmember Horst stated that as a new townhome owner, he noticed the recycling bins. <br />28 <br />29 Mayor Faust asked all the haulers would provide single -sort recycling if an apartment or <br />30 condominium complex wanted it. He commented that it is really a case of accountability by the <br />31 apartment or condominium residents to recycle appropriately. <br />32 <br />33 Mr. Sederstrom replied that was correct. He stated in many communities, multi dwellings are <br />34 requiring the residents to recycle. <br />35 <br />36 Mayor Faust questioned why the single -sort is resulted in less tonnage than dual sort. <br />37 <br />38 Ms. Heiland replied participation rate had increased by 20%; however, they have lost homes, so <br />39 she could not really answer why the tonnage was low. <br />40 <br />41 Mr. Sederstrom stated he was amazed at the tonnage results. He stated St. Anthony has always <br />42 had about a 98% response rate. He commented that perhaps the reporting formulas used <br />43 previously were not as accurate as they are now. <br />44 <br />G1 <br />
