36 <br />History and Background <br />The City of St. Anthony has had a street improvement program in place since approximately 1992. <br />The focus of the City's street reconstruction program to date has been on the bituminous streets <br />within the Village. The decision to which streets are reconstructed is based on a number of factors, <br />including the existing condition of pavements, utilities, and correction of existing flooding problems <br />within the Village. Nearly all of the bituminous streets within the City of St. Anthony Village have <br />been reconstructed. Although there do remain a number of bituminous streets which still need to <br />have reconstruction and utility improvements made, the majority of the remaining streets within St. <br />Anthony to be reconstructed consist of concrete pavement. <br />The City Council of St. Anthony Village has, on a number of occasions, including goal setting <br />sessions in 2005, 2006, and 2007, discussed the anticipation of reconstructing concrete streets <br />within St. Anthony Village. City staff and Council have expressed concerns associated with the <br />financial, aesthetic, and other potential effects of reconstructing the concrete streets in the Village. <br />In 2007, the City Council amended the City's existing policy to state that existing concrete streets <br />would be reconstructed using asphalt. This decision was based on bid alternates received for <br />replacing 39t" Avenue with concrete vs. the asphalt alternative, the available funding, and <br />construction schedule for the 2007 street reconstruction project, sanitary sewer and Foss Road lift <br />station improvements. <br />Following this change, a couple of residents raised concerns associated with the City deciding to <br />reconstruct all concrete streets within St. Anthony Village with asphalt. In view of these concerns, <br />the Council established a Street Reconstruction Task Force to further discuss the issue, evaluate the <br />impacts of reconstructing concrete streets with concrete or asphalt, and to develop a <br />recommendation to the City Council for their consideration. <br />The Street Reconstruction Task Force was formed in the spring of 2007, and had a total of five <br />meetings over the summer months. This Task Force was comprised of 10 citizen representatives, <br />all of whom reside on concrete streets, two Council representatives, the Public Works Director, and <br />the City Engineer. <br />Street Reconstruction Task Force Findings Report Page 1 <br />November 13, 2008 <br />WSB Project No. 1626-03 <br />
