37 <br />II. Summary of Task Force Meetings <br />The Street Reconstruction Task Force met five times over the summer of 2007. A summary of each <br />of the meetings is provided below: <br />1. May 17, 2007 <br />This was an introductory meeting of the Street Reconstruction Task Force to review the <br />existing City policies and assessment process. This meeting also defined issues and topics <br />for future meeting discussions, and discussed the future meeting dates. <br />2. Jute 18, 2007 <br />Meeting No. 2 consisted of a bus tour of the City streets with Mike Rief, a pavement expert <br />from W SB & Associates, Inc., to evaluate the existing conditions of St. Anthony's <br />pavement, and to answer questions associated with pavement design and various failure <br />mechanisms of pavements as inquired by 'fask Force members. <br />Following the bus tour, Mr. Rief provided an explanation ofthe various differences between <br />the pavements, the intrinsic values of both pavements, and the theory behind the selection of <br />asphalt and concrete pavements that engineers utilize when designing streets. Furthermore, <br />Mr. Rief responded to a number of questions from the Task Force members in regard to the <br />performance of each pavement. <br />There was also a brief discussion on the asphalt vs. concrete financial comparison and a <br />discussion on the information to be provided at the next meeting. <br />3. August 13, 2007 <br />Meeting No. 3 began with a review of the bus tour and discussion of the pavement <br />comparison, as presented by Mr. Rief at Meeting No. 2. <br />At this meeting a mock assessment was prepared and discussed, comparing the various <br />alternatives of constructing roads with asphalt and concrete, and also alternatives associated <br />with funding percentages for assessment and city portion of the reconstruction budget. <br />The Task Force also discussed the ongoing maintenance and repair costs associated with <br />concrete and asphalt pavement.
