39 <br />M. Findings <br />Over the five meetings held with the Street Reconstruction Task Force, a number of items were <br />discussed in great detail. The Task Force demonstrated a very wide range of ideas in regard to the <br />reconstruction of the concrete streets within St. Anthony Village and a very detailed debate as to the <br />impacts reconstructing concrete streets with asphalt or concrete may have on the Village. <br />Although the'rask Force did not come to a unanimous and concise conclusion, a general consensus <br />was developed by the group that if costs were not a consideration for the reconstruction of the <br />streets, they would prefer concrete as the preferred pavement Many members of the Task Force <br />expressed concerns associated with the capital costs, the impact to assessments, and the impact to <br />the City levy of choosing concrete for the reconstruction of City streets. Others on the Task Force <br />are strongly committed to reconstructing the concrete streets and maintaining the existing look and <br />feel of the City of St. Anthony Village, not replacing the concrete street the homeowners' chose <br />when building or buying their homes with asphalt; and feel that the costs associated with the <br />reconstruction of the concrete streets are justified by the value they bring to the community. <br />The findings on costs associated with reconstructing the concrete streets with either asphalt or <br />concrete can be found on tables outlining the capital costs, maintenance costs, and life cycle costs <br />for both pavement conditions in the Appendix to this report. A summary of the findings of these <br />tables is provided below: <br />The City of St. Anthony Village has approximately 14 years of street reconstruction projects <br />currently programmed. <br />2. On average, the City of St. Anthony Village expends approximately $1,030,000 on just the <br />street reconstruction portion of the City's annual street and utility improvement project. <br />Reconstructing City streets with concrete will increase the annual construction budget from <br />$1,030,000 to $1,390,500. This is a difference of $360,500 annually, or approximately <br />$5,050,000 over the next 14 years. <br />4. The streets were evaluated based on a 60 -year life cycle cost. This life cycle cost for <br />concrete and asphalt has been broken down as follows: <br />Concrete Pavement <br />a. Initial cost to construct: $88.21/sq. yd. <br />b. Joint sealing, crack sealing and rehabilitation $8.05/sq. yd. <br />C.
