41 <br />IV. Recommendations <br />A general consensus was developed by the Street Reconstruction Task Force on a recommendation <br />to be presented to the St. Anthony City Council. The recommendation to the City Council for <br />consideration is as follows: <br />1. Given the opportunity to replace the existing concrete streets with concrete, the Task Force <br />is in general consensus that concrete is the preferred construction material. Concrete streets <br />will preserve the unique nature and character of the Village by having homes located on <br />both concrete and asphalt streets, as the Village was originally built. <br />2. The Task Force members acknowledge that the initial costs to reconstruct concrete streets <br />are a serious financial concern when evaluating the future of the street reconstruction <br />program. <br />3. The Task Force also acknowledges that while the initial costs of concrete are significant, the <br />City also receives significant savings in annual maintenance by constructing with concrete <br />streets. <br />4. Although not a unanimous decision by the Task Force, the Task Force recommends the City <br />reconstruct concrete streets with concrete. The City's existing assessment formula is <br />suggested to be maintained. ']'his means that 35% of the cost to reconstruct the streets would <br />be assessed to the property owners based on front rootage, and that 65% of the <br />reconstruction costs be borne by the City's levy. <br />5. This recommendation anticipates raising the average assessment from $5,900 to construct <br />with asphalt, to $8,000 to construct with concrete pavement, which increases the annual <br />assessment payment from $393/yr. to $533/yr. or an extra $140 per year for 15 years. This <br />is an increase of approximately 35% in the average assessment. <br />The City's existing levy associated with the 65% City portion of the street reconstruction <br />project would increase from approximately $46.78 to $61.73 for the average home in St. <br />Anthony. This is an increase of $14.95 or nearly 32% annually for each of the next 14 <br />years. <br />The Task Force requests that the City Council give consideration to the above recommendation to <br />reconstruct the City of St. Anthony's concrete streets with concrete over the next 14 years. <br />Street Reconstruction Task Force Findings Report Page 6 <br />November 13, 2008 <br />WSB Project No. 1626-03 <br />
