43 <br />(e) Rear numerals must be posted on the building surface nearest the alley or other <br />rear public access. The numerals must be at a height and position such that the <br />numerals can be easily read by a person of normal vision while seated in an <br />emergency vehicle located in the alley or other rear access. <br />Subd. 2. New and Existing Buildings not classified in 1325.11 Subd. 1. shall have <br />approved address numbers, building numbers or approved building identification placed <br />in a position that is plainly legible and visible from the street or road fronting the <br />property. <br />(a) These numbers shall contract with their background. <br />(b) Address numbers shall be Arabic numerals or alphabet letters. Numbers shall be a <br />minimum of 4 inches (102 min) height with a minimum stroke width of 0.5 inch (12.7 <br />nun). <br />(c) These numerals must be at a height and position so that the numerals can be easily <br />read by a person of normal vision while seated in an emergency vehicle located in the <br />street. <br />(d) The placement and size of the numerals or sign must be approved by the Fire <br />Marshal. <br />1325.12 Open Flame and Fuel Storage Prohibited. <br />Subd. 1. Open Flame Prohibited. In any structure containing three or more dwelling <br />units, no person shall kindle, maintain, or cause any fire or open flame on any balcony <br />above ground level, or on any ground floor patio within 15 feet (4572 mm) of the <br />structure. <br />Subd. 2. Fuel Storage Prohibited. No person shall store or use any fuel, barbeque, torch <br />or other similar hearing or lighting chemical in the locations designed in Subd. 1. <br />1325.13 Permits Required. No person may, without first making application for (on forms <br />provided from the City), and obtaining, a permit; maintain, store or handle materials or conduct, <br />process or install equipment when a permit is required by the MSFC for any such activity. A fee, <br />periodically determined by resolution of the Council, must be paid for each permit in accordance <br />with the conditions set forth in the MSFC. All permits may be issued for a period of up to one <br />year, but may be renewed if the applicant meets the requirements of the MSFC. The Office of <br />Fire Marshal may revoke a permit or approval issued if any violation of the Code is found upon <br />inspection, or if there has been any false statement or misrepresentation as to a material fact in <br />the application or plans on which the permit or approval was granted. <br />1325.14 Appeals. If the Fire Marshal disapproves an application or refuses to grant a permit <br />applied for, or revokes a permit, or when it is claimed that the provisions of any part of the Code <br />do not apply, or that the true intent and meaning of the Code have been misconstrued or wrongly <br />interpreted, the person or persons aggrieved may appeal the decision of the Fire Marshal to the <br />City Council within 30 days atter the date of the decision. <br />
