The agreement sets forth broad shared powers for carrying <br />out housing and community development activities. The U.S. Department of Housing and <br />Urban Development (HUD) requires the agreement in order for Ilentrepin County to qualify <br />as an urban county and receive Community Development Block Grant (CDBG) and FIOME <br />Investment Partnership Program (HOME,) entitlement funds. This document was approved <br />by the Hennepin County Board of Commissioners on May 6, 2008, and awaits action by <br />your city council. <br />The existing Joint Cooperation Agreement (FY 2006 — 2008) will expire on September 30, <br />2008. There are no modifications being proposed to the existing agreement except for clarifying <br />the automatic renewal clause in Section III of the proposed agreement (i.e., at the end of the next <br />renewal period on September 30, 2011, the County will notify the participating cities of their <br />right to no longer participate in the Urban Hennepin County Community Development Block <br />Grant (CDBG) Program as stipulated in the agreement; if the cities continue their participation, <br />the agreement will automatically be renewed for another three-year term). <br />The City of St. Anthony is considered a split place by HUD because a portion of the city's <br />population is outside of Hennepin County. The entire city population will be included in the <br />Urban County Program by executing this agreement. <br />Because of being partially located in two urban counties, HUD regulations allow St. <br />Anthony to elect one of the following: <br />• To be excluded from all urban counties; <br />To be entirely included in one urban county and excluded from all other such <br />counties; or <br />An Equal Opportunity Employer Recycled Paper <br />
