Hennepin County Department of Housing, Community Works &Transit
417 North Fifth Street, Suite 320 612-348-9260, Phone
Minneapolis, Minnesota 55401-1362 612-348-9710, Fax
612-596-6985,TDD/TYY
www.hennepin.mn.us
May 13, 2008
Mr. Michael Morrison
City Administrator
City of St. Anthony
3301 Silver Lake Road
St. Anthony, MN 55418
Subject: Fiscal Year 2009-20011 Joint Cooperation Agreement
Dear Mr.Mornson:
Enclosed for your review and execution is the Urban Hennepin County Joint Cooperation
Agreement for FY 2009 — 2011. The agreement sets forth broad shared powers for carrying
out housing and community development activities. The U.S. Department of Housing and
Urban Development (HUD) requires the agreement in order for Ilentrepin County to qualify
as an urban county and receive Community Development Block Grant (CDBG) and FIOME
Investment Partnership Program (HOME,) entitlement funds. This document was approved
by the Hennepin County Board of Commissioners on May 6, 2008, and awaits action by
your city council.
The existing Joint Cooperation Agreement (FY 2006 — 2008) will expire on September 30,
2008. There are no modifications being proposed to the existing agreement except for clarifying
the automatic renewal clause in Section III of the proposed agreement (i.e., at the end of the next
renewal period on September 30, 2011, the County will notify the participating cities of their
right to no longer participate in the Urban Hennepin County Community Development Block
Grant (CDBG) Program as stipulated in the agreement; if the cities continue their participation,
the agreement will automatically be renewed for another three-year term).
The City of St. Anthony is considered a split place by HUD because a portion of the city's
population is outside of Hennepin County. The entire city population will be included in the
Urban County Program by executing this agreement.
Because of being partially located in two urban counties, HUD regulations allow St.
Anthony to elect one of the following:
• To be excluded from all urban counties;
To be entirely included in one urban county and excluded from all other such
counties; or
An Equal Opportunity Employer Recycled Paper
