Consider Resolution 08-036: Amending the City's Street Assessment Policy to Allow for <br />12 the Assessment of Residential Parcels on Municipal Street Aid Routes at a Level Not to <br />13 Exceed the Cost to Construct Local Interior Streets and Other Minor Amendments <br />14 <br />15 Todd Hubmer, City Engineer, reviewed the resolution with the Council and requested the City <br />16 Council give consideration to amending the City's street assessment policy to allow for the <br />17 assessment of residential parcels of Municipal State Aid routes at a level not to exceed the cost to <br />18 construct local interior streets. <br />19 <br />20 Councilmember Roth asked with the new state gas tax, did they anticipate the State Aid going up <br />21 as more money was accumulated through the gas tax. Mr. Hubmer responded the State Aid <br />22 would go up, but as more communities joined the program, the funding would be divided among <br />23 those communities also. <br />24 <br />25 Councilmember Roth asked on the other State aid roads, would the roads also be built to the 7- <br />26 ton, 32 -foot wide roadways. Mr. Hubmer responded the other State aid roads would be built to <br />27 those standards. <br />28 <br />29 Councilmember Roth asked if this was the only road that would be built at 42 -feet wide. Mr. <br />30 Hubmer responded 29`x` Avenue was 42 feet wide and Silver Lane might be very close to it also. <br />31 He noted the reason for the wider road at this location was due to the large industrial usage of the <br />32 road. He indicated the commercial was assessed at 50 percent and the actual construction of the <br />33 road as well. <br />34 <br />35 Councilmember Stille asked how much it would cost to repair a water main break. Mr. Hubmer <br />36 responded it would cost between $4,000 to $12,000 thousand dollars per break. <br />37 <br />38 Mayor Faust stated it appeared to him that this was an issue of fairness. <br />39 <br />40 Councilmember Roth asked if the assessment would be on a 32 -foot wide road for residential <br />41 and the commercial was going to be assessed at the 42 feet wide.
