City Council Regular Meeting Minutes <br />June 10, 2008 <br />Page 3 <br />2 Councilmember Stille verified with City Engineer Hubmer that the reconstruction project is <br />3 driven by the watermain breaks that have been occurring. City Engineer Hubmer indicated in <br />4 addition the pavements are not holding up to their life span and are rapidly deteriorating. <br />6 Councilmember Roth verified with City Engineer Hubmer that this is the only street <br />7 reconstruction project planned for 2009. He asked if this project will result in a different project <br />8 being pushed back. <br />10 City Engineer Hubmer replied there was a tentative schedule established based on a number of <br />11 different items. There were a number of segments along the 36°i Avenue area of Silver Lake <br />12 Road that had been considered in order to complete projects on the west side of Silver Lake <br />13 Road. These projects will be delayed one year due to this project. <br />14 <br />15 Councilmember Roth inquired about the split between commercial and residential properties <br />16 included in the project. <br />17 <br />18 City Engineer Hubmer replied the project consists of about 75% residential properties, which <br />19 mostly includes mti tli-family dwellings; the remainder of the properties are commercial and <br />20 industrial. <br />21 <br />22 Mayor Pro Tem Thuesen inquired about improvements in the past ten years in relation to holding <br />23 neighborhood meetings and communicating to the residents about these types of projects. <br />24 <br />25 City 'Engineer Hubmer replied each year staff has learned something new and tried to improve <br />26 communication. They have added additional neighborhood meetings, information is included in <br />27 the City newsletter, and magnets are distributed with contact information. <br />28 <br />29 Councilmember Roth asked if both Foss Road and Chandler Drive will be built to commercial <br />30 specifications. <br />31 <br />32 City Engineer Hubmer replied Foss Road north of 37'1' Avenue to where it joins Chandler Drive <br />33 will be more of a residential street; the properties in this area are mostly multi -family residential. <br />34 Chandler Drive north of 37'x' Avenue, including the portion that becomes Foss Road north to the <br />35 City boundaries will be designed to a higher standard; this portion has large trucks and heavy <br />36 industrial traffic. <br />37 <br />38 Councilmember Stille asked if there has been consideration of past discussions about the need to <br />39 be flexible in planning. <br />40 <br />41 City Engineer Hubmer stated the CIP is reviewed each year. He noted there may be situations <br />42 where a road deteriorates quicker than expected and they may switch gears and get into that <br />43 project sooner than expected. <br />44 <br />45 Mayor Pro Tem Thuesen asked at what point there will be a sense on the bids that will be <br />46 received. <br />
