He noted this could
prevent some of the smaller things from happening and could also be an education process with
different staff members conducting the audit. 1Ie requested a midyear follow up on the action
items addressed in the audit.
Mayor Faust noted that the Council reviews each expendihne on the list of claims that are
approved.

Motion carried unanimously.
13. The cost was $12,500 for the one building.
Council directed staff to request an amended proposal to provide a facility energy assessment for
all city owned buildings. City Manager Morrison stated Sebasta Blomberg & Associates will
provide this scope of service for a fee of $28,500. A copy of the final repot will be presented to
the City in August. Included ill the packet is a memo on the recommended funding source from
Finance Director Larson and the proposal from Sebasta Blomberg & Associates.

Councilmember Stifle noted that the report lists facility energy assessment services for the City
Hall Building, Fire Station, Public Works Facility, Water Treatment Plant, Liquor Store North,
Liquor Store South, Well House 114, Well House h5 and Central Park Building. However, the
well houses and Central Park Building are not listed in all of the documents.

City Manager Morrison clarified that all of the above stated buildings are included in the
proposal.

Councilmember Stille directed staff to ensure that Well House #4, Well House 0, and Central
Park Building are included in the proposal.

Motion by Councilmember Thuesen, seconded by Councilmember Gray, to adopt Resolution 08-
037, Proposal for Facility Assessment Services from Sebasta Blomberg and Associates, Inc. with
the funding source for this project being HRA Projects Fund #319.

Councilmember Roth stated at the last City Council meeting he had expressed his support of
moving forward with the project at the current level, limiting the assessment services to the City
Hall building. The other buildings are fairly new, and Johnson Controls previously identified
smaller items in the other buildings that could help. Encompassing all the buildings will take
focus off of the City Hall building, which probably needs the most focus. According to the
Johnson Controls report, there is not a lot to be done of a considerable sum of money at the other
buildings. "fo spend another $16,000 just to verify the Johnson Controls report takes the focus
away from what needs to be done on City Hall where the greatest amount of work could be done
