Water Reuse Facility Proiect.Todd Ilubu er, WS13 & Associates. 13 14 City Engineer Ilubmer reviewed the resolution with the Council and indicated that five bids were 15 received on the Water Reuse Facility Project. The low bidder was Graham Penn -Co 16 Construction, Inc. Staff recommends the Council award the contract for the Water Reuse Facility 17 Project to Graham Penn -Co Construction, Inc. in the amount of $1,283,998.75. 18 19 Councilrrnernrber Thuesen noted there is a wide difference between the low bid and the high bid 20 and asked whether the quality would be different in the work performed according to each of 21 these bids. 22 23 City Engineer Hubmer explained there are a number of methods that could be used with this 24 project, and staff was looking for contractor alternatives with the bids. The company that came in 25 with the low bid will build the structure in place and pour it in place, which seems to be an 26 economical method. A lot of the price differential was related to the method that would be used. 27 Graham Penn -Co Construction recently completed a similar project in the City of Edina and 28 exceeded their expectations. 29 30 Councilmember Thuesen questioned if the method that will be used by Graham Pemr-Co 31 Construction is the correct way for the City of St. Anthony to proceed. 32 33 City Engineer Hubmer responded in the affirmative and stated it will be a quality project. 34 35 Councilmember Roth inquired about the amount of water that will be used from this water reuse 36 facility for field irrigation and whether the water currently used for irrigation is treated. 37 38 City Engineer Hubmer replied on average between 8 to 9 million gallons of drinking water per 39 year are used to irrigate Central Park. About 6 million gallons of that irrigation water will come 40 from the water reuse facility. 41 42 Councilmember Roth questioned if this project will save wear and tear on the City's water 43 system over time. 44 45 City Engineer Hubmer replied it will save in chemical costs, life of the filters and reduce the 46 amount of non -billable water that the City uses.
