Consider Resolution 08-046' Conditional Use Permit for Twin City Christian Assembly <br />15 located at 2526 Hi hway 88, North mte Business Center, <br />16 <br />17 Planning Commissioner Crone presented background information regarding the Conditional Use <br />18 Permit (CUP) request for Twin City Christian Assembly (TCCA). She stated the Planning <br />19 Commission unanimously approved a recommendation to the City Council to grant the TCCA a <br />20 CUP for 2526 Hwy 88, Northgate Business Center, with the requirement for approval by the Fire <br />21 Marshal and Building Official for a Certificate of Occupancy. The Commission found that the <br />22 proposed use meets the requirements of a CUP as stipulated in the City's Zoning Ordinance, <br />23 Chapter 16. <br />24 <br />25 Councilmember Stille questioned why the CUP request has not come forward previously, as the <br />26 applicant has been located at the site since 2006. <br />27 <br />28 City Manager Morrison explained staffjust learned of the occupant's use of the site due to the <br />29 requirement for an Occupancy Permit. <br />30 <br />31 Councihnember Thuesen asked whether problems are foreseen if the number of individuals using <br />32 the site were to increase in the future. <br />33 <br />34 Commissioner Crone replied TCCA has been in another location since 1990 and has had the <br />35 same approximate number of attendees. The maximum occupancy at this site is 100 people; <br />36 given TCCA's history they have room to grow. There are vacant businesses to the right and left <br />37 of this location with space that TCCA could expand into without changing the building structure. <br />38 <br />39 Councihnember Roth questioned if a permit would be needed in order for the applicant to <br />40 expand into other space in the building. <br />41 <br />42 City Manager Morrison replied an Occupancy Permit, and likely a Building Permit, would be <br />43 required to expand. Typically the CUP goes with the property it is requested for and the CUP is <br />44 limited to the square footage of that property. Depending on how the resolution is stated, the <br />45 applicant would likely need to request an amendment to the CUP in order to expand. <br />M <br />2 <br />
