He stated the De facto policy is that <br />anytime anyone wants to use city streets and services, they need City Council approval. He also <br />stated that if a private entity wanted to use these services, they would be billed for those services. <br />Mayor Faust asked City Manager Mornson to provide some guideline for the City Council to use <br />for future instances. <br />Motion by Councilmembcr Stille, seconded by Councilmember Roth, to approve the Consent <br />Agenda items. <br />Motion carried unanimously. <br />PUBLIC: HEARING. <br />None. <br />REPORTS FROM COMMISSION AND STAFF. <br />None. <br />GENERAL BUSINESS OF COUNCIL. <br />A. Resolution 08-051; Accept Feasibility Report and Order Plans andSpecifications for the <br />2009 Street Improvement Project, <br />The City Council discussed both resolutions contemporaneously. <br />City Engineer Hubmer reviewed the resolutions with the Council and indicated that Resolution <br />08-051 included improvements to Chandler Drive from County Road D to Foss Road and Foss <br />Road from Chandler Drive to the City Iii -nits. In addition, he indicated the work in this bid is to <br />include sanitary sewer, water main, and storm sewer improvements. The total cost of these <br />improvements would be $2,413,000. He also clarified that sidewalk and street lighting <br />improvements were not included in this bid. <br />City Engineer Hubmer stated Resolution 08-052 included improvements to Chandler Drive from <br />County Road D to Foss Road and Foss Road from Chandler Drive to the City limits. In addition, <br />he indicated the work in this bid is to include improvements to the sanitary sewer, water main, <br />storm sewer and construction of concrete sidewalk and decorative street lighting along Chandler <br />Drive and Foss Road. The total cost of these improvements would be $2,708,000. <br />City Engineer Hubmer stated the proposed funding sources for either resolution would be from <br />assessments, a 429 Public Improvement Bond, Tax Increment Funds, Water, Sewer and Storm <br />
