City Council Regular Meeting Minutes <br />August 12, 2008 <br />Page 4 <br />1 City Engineer Hubmer stated the sidewalk placement depends on elevation differences on the <br />2 roads and where the best location to place the sidewalk is. <br />4 Mayor Faust stated lie sees a lot of people walking in that area and would be strongly in favor of <br />5 a sidewalk in this area. He also stated because they are connecting the sidewalk with New <br />6 Brighton, staff should look for funds from Ramsey County. <br />Councilmember Roth asked why they would put the sidewalk on the west side of Foss Road. <br />10 City Engineer Hubmer stated the west side will line up with the New Brighton sidewalk and with <br />11 a pedestrian crossing at the railroad. <br />12 <br />13 Councilmember Stille wanted to know if they could bid the sidewalk and then take it out later. <br />14 <br />15 City Engineer Hubmer stated they could bid the sidewalk as an alternative. <br />16 <br />17 Councihnember Gray stated that he is not opposed to sidewalks but just wanted to know how the <br />18 selection process worked. He also questioned if the policy is to put sidewalks on all municipal <br />19 state aid roads, then why would it be bid as an alternative. <br />20 <br />21 Councilmember Thuesen asked if the sidewalk was placed on the west side would there be an <br />22 area for pedestrians to cross to the other side. <br />23 <br />24 City Engineer Hubmer stated they could look at a mid -block crossing but because it is a <br />25 municipal state aid road, the crossing would have to be designed according to those standards. <br />26 <br />27 Debra Larsen, President and Manager of Mirror Lake Condominiums, stated that a sidewalk was <br />28 definitely needed in this area. She stated there would be a risk to both buses and pedestrians if <br />29 there were no sidewalk. <br />30 <br />31 Melody Pankratz, St. Anthony resident, stated she was concerned if the road was narrowed that <br />32 there would be additional accidents. She also wanted to know if the road flooding issue had been <br />33 addressed in this area. In addition, she wanted to know if wildlife would be affected by the <br />34 placement of the sidewalk. <br />35 <br />36 City Engineer Hubmer stated that by narrowing the road, speeds would be decreased. He also <br />37 stated that they were aware of the flooding issue but they were not addressing it as long as the <br />38 flooding stayed out of homes because it was extremely expensive to remediate. In addition, to <br />39 address the wildlife question, he stated there would still be a green area along the railroad for <br />40 wildlife. <br />41 <br />42 Ms. Pankratz asked if some type of permanent mesh covers for the storm sewers, like those used <br />43 in Roseville, could be provided. <br />44 <br />45 City Engineer Hubmer stated that he has not seen it used as a permanent cover, but that he would <br />46 look into it. <br />0 <br />
