In the early 1990s, State law was adopted that <br />required municipalities to do or redo their land use plans, with updates to be done every ten <br />years. The City of St. Anthony completed its updated comprehensive land use plan in 1998. <br />The purpose of the comprehensive land use plan is to both protect all those tangible and <br />intangible characteristics that contribute to the community's uniqueness and to manage the <br />change and on-going development that keeps the community vibrant. The 2008 <br />Comprehensive Plan Update is the by-product of a 2 -year long effort on the part of residents, <br />staff and consultants to review what has been done, what's happening now and what the City's <br />future response will be. <br />The City began planning for this update in 2006. Welham Weber, A.I.C.P., McCombs Frank <br />Roos and Associates, was selected at that time through an RFP process to facilitate the update <br />project and provide technical support to an ad hoc task force commissioned by the City Council. <br />Also invited to the task force meetings were representatives from SANB School Superintendent, <br />Rice Creels Watershed District, and the Middle Mississippi Watershed Management <br />Organization. <br />The task force had its first meeting in May 2006 and continued meeting monthly Until October <br />2006. On November 8, 2006, the City held an open house, which provided the community an <br />opportunity to review the proposed draft of comprehensive land use plan update. <br />11252008 Council Staff Report 2008 Comp Plan.doc <br />19 <br />
