Single Garbage Hauler Task Force Presentation. <br />P <br />7 Todd 1l:ubmer, WS13 & Associates, provided a presentation to the Council <br />9 Mr. Hubmer stated the change would consist of going from a multi -hauler system to a single - <br />10 hauler system that would be coordinated and run by the City. He stated they met several times <br />I I and looked at some of the environmental issues associated with garbage hauling along with <br />12 emissions of the trucks. They also met with a number of residents in the community and took <br />13 their comments. The private haulers also gave their input and how they conduct business. <br />14 <br />15 Mr. Hubmer stated the Task Force came to a consensus that while there are many issues and <br />1.6 concerns associated with an open hauler system, such as what is in St. Anthony, there was also <br />17 not an overriding desire at this time to change the system being currently used by the City. As <br />18 such, the Task Force does not recommend the City change to a single hauler system and <br />19 recommends the City work with the garbage haulers and move forward with additional study. <br />20 He stated the Task Force does not mean they cannot bring the issue up again. They would like to <br />21 have further understanding of what some of the new 2010 emission standards are and more input <br />22 from the community. He stated the Task Force felt the community needs additional education <br />23 about an open hauler or single hauler system. Staff should work further with the garbage haulers <br />24 on current problems found. <br />25 <br />26 Mr. Hubmer introduced the Task Force to the Council and residents. <br />27 <br />28 Councilmember Stille stated there was some interest with the haulers to work with the City on <br />29 damage made by the trucks and he wondered if any progress was made. <br />30 <br />31 Mr. Hubmer stated there was not at this time but the City is going to move forward to work with <br />32 haulers and try to minimize the impact of the trucks on the streets. <br />33 <br />34 Councilmember Stille stated he attended all the meetings and thanked the Task Force. He stated <br />35 the haulers were well represented and were at every meeting. If the City would move forward, <br />36 the haulers will continue to counteract any move to go to a single hauler system. <br />37 Councilmember Stille commented that the Task Force could not quantify the benefit of going to <br />38 a single hauler system. They could tell there was a strong opinion of some citizens to stay with <br />39 an open hauler system and the recommendation, at this point, is to leave it as it is. <br />40 <br />41 Councilmember Roth thanked the Task Force for all their hard work. He sated when he <br />42 originally volunteered for it was appropriate to have a choice but then realized they do not have a <br />43 choice on electrical utility or gas utility. He did think that the garbage haulers propose one rate <br />44 so everyone pays the same in the City, resulting in uniform pricing which would be very good. <br />45 <br />46 Mayor Faust thanked all who were on the Task Force. <br />6 <br />
