Dr. Thompson indicated that the proposed improvements
includes the development of a new dedicated bus loop on the existing City -owned service road
located immediately to the west of the Middle School/High School building. The School District
is requesting that the City of St. Anthony permit the School District to expand, improve and
modify the existing service road to accommodate the planned dedicated bus drop-off loop on
City property.
Mayor Faust noted the City is held harmless in the resolution with the following statement:
"Whereas, the St. Anthony -New Brighton School District #282 agrees to name the City of St.
Anthony an additional insured party on all construction phases and use of the road when
completed. Also, provide the City with appropriate insurance certificates." He inquired about the
sight issues coming over the hill. Mr. Scott Johnson, Consultant working with the School
District, replied the intent is to reduce the hill in order to see all the way up 33`d Avenue.
Mayor Faust inquired about the planned replacement of the watermain. Mr. Morrison replied this
is currently being looked at with the City's engineering firm. It is included in the five year plan,
and it may make sense to move it up with the road improvements that will be occurring.
Councilmember Stille verified with Mr. Morrison that infrastructure improvements have not been
determined yet; the proposed resolution agrees to allow the School District to complete the
improvements on City property.
Mayor Faust noted there would likely be cost savings associated with completing with
infrastructure improvements in conjunction with the School District improvements.
Motion by Councilmember Stille, seconded by Councilmember Thuesen, to adopt Resolution 09-
016; Granting Permission to the St. Anthony—New Brighton School District 11282to Expand,
Improve and Modify the Existing Service Road between Water Tower Park and the St. Anthony -
New Brighton Middle School to Accommodate the Planned Dedicated Bus Drop -Off Loop.
Motion carried unanimously.
REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS.
City Manager Mornson reported on the following:
® Water Re -Use honorable mention from the City Engineering Association
® Environmental Award from PCA for salt reduction with MWMO assistance
® MnDOT variance approved for 2009 Street Project
• The 2009 Street .Project has been moved two weeks out to the following dates: January
20°i January 27a', February 12"', and February 24°'
3
