City Council Regular Meeting Minutes <br />February 10, 2009 <br />Page 2 <br />1 A. Ordinance No. 09-001: Codifying the General Ordinances of the City of St. Anthony, <br />2 Minnesota; Adopting. a New City Code, and Repealing Certain Ordinances. Kim Moore - <br />3 Sykes, Assistant City Manager, presenting. <br />4 <br />5 Assistant City Manager Moore -Sykes reviewed Ordinance 09-001 with the Council. She stated <br />6 the City's Code of Ordinances was last recodified in 1993. In the 15 years since, the Code of <br />7 Ordinances has experienced occasional minor revisions that reflected changes in governing at the <br />8 local, state or federal levels. In the last two years, staff has witnessed more substantial changes <br />9 that needed to be included in the City's Code of Ordinances. The proposed revisions included <br />10 major changes to the City's Sign Ordinance, Building Code, Fire Code, Animal Control <br />11 Ordinance, and the addition of a City Housing Code. Council identified recodification of the City <br />12 Code as a goal at the 2007 Goal Setting. A bid from American Legal Publishing, who works with <br />13 the League, was approved June 12, 2007. <br />14 <br />15 Assistant City Manager Moore -Sykes provided a PowerPoint presentation on the 2009 <br />16 Recodification of the City Code. <br />17 <br />18 City Manager Morrison stated the third reading of the Ordinance 09-001 is scheduled for March <br />19 10, 2009. The recodification will be effective on April 1, 2009 to give the Police Department the <br />20 opportunity to work with the counties. He stated the contract the City has with American Legal <br />21 Publishing allows for updates to existing ordinances and additions of new ordinances. <br />22 <br />23 Councilmember Thuesen inquired about the $18 charge by American Legal Publishing for <br />24 revisions as outlined in the contract. Assistant City Manager Moore -Sykes explained there would <br />25 be an $18 charge for any revisions at the end of the three year contract. <br />26 <br />27 Mayor Faust inquired whether it would be plausible to include the code recodification on the <br />28 City website with the status of "pending approval". Assistant City Manager Moore -Sykes <br />29 indicated this could be done. however, there could be difficulties if someone were to depend on <br />30 the document as current because it does not become effective until April. <br />31 <br />32 Council consensus was that staff report back to Council on the possibility of including the <br />33 recodification on the City website. <br />34 <br />35 It was noted that there is a dynamic search engine available with the current ordinance book on <br />36 the City website and that this tool will likely be available with the recodification. <br />37 <br />38 Mayor Faust opened the public hearing at 7:14 p.m. <br />39 <br />40 Mayor Faust closed the public hearing at 7:14 p.m. <br />41 <br />42 Motion by Councilmember Gray, seconded by Councilmember Roth, to approve the First <br />43 Reading of Ordinance 09-001, Codifying the General Ordinances of the City of St. Anthony, <br />44 Minnesota; Adopting a New City Code, and Repealing Certain Ordinances. <br />45 <br />46 Motion carried unanimously, <br />
