2.1. Authorization On November 25, 2008, the residents of the Arbors Townhome Community petitioned the St. Anthony City Council requesting the City to take ownership and complete roadway and utility improvements on the alley. Although the petition did not meet the requirement of at least 35 percent of real property footage abutting the alley, the Council adopted a resolution ordering the preparation of a. Feasibility Report to explore the issues associated with purchasing the parcel. This project was authorized under City of St. Anthony Resolution 08-074. 2.2. Scope This project provides for the roadway and utility reconstruction of the alley located immediately south of Croft Drive and west of Old Highway 8. 2.3. Data Available Information and materials used in the preparation of this report include the following: • City of St. Anthony Record Drawings • City of St. Anthony Topographic Maps • Field observations of area 2.4. Project Location The project is located in central portion of the City of St. Anthony. The project includes the following streets: a Arbors Alley The project area is identified on Figure 1 in Appendix A of this report. 2.5. Project history This project was initiated through a request by the residents of the Arbors Townhome Community. The residents requested the City to take ownership of the alley from the Arbors Townhome Association. Prior to taking ownership of the alley the City would need to bring the road up to city standards by reconstructing the roadway and utilities.
