4.1. Street <br />The reconstruction of the existing alley is intended to improve the drainage <br />characteristics of the roadway and increase the design strength of the road surface. The <br />recommended improvement will provide a road surface with an extended life for the City <br />of St. Anthony. <br />After the subgrade excavation is completed in the streets, a geotextile fabric will be <br />placed to separate the existing underlying soft materials from the granular materials. One <br />foot of select granular material or "sand cushion" will be placed on the geotextile fabric <br />to provide a firm base for the 6 inches of Class 5 aggregate base and 3 inches of <br />bituminous pavement. <br />The proposed typical section is shown on Figure 4 in Appendix A. <br />4.2. Watermaiin <br />The reconstruction of the roadway provides a timely opportunity for improvements to the <br />water distribution system before significant problems are experienced. <br />As stated in the previous section, this system was installed in 1956; therefore, the <br />proposed watermain improvements consist of entirely replacing the existing 4 -inch cast <br />iron watermain with new 6 -inch ductile iron pipe (DIP) main and connect to the existing <br />watermain within the Arbors Townhome Community. This will not only reduce the <br />potential for watermain breaks, but also create a "looped" system. With a looped system, <br />water serving an area is distributed from two directions instead of from one, dead-end <br />line. This is advantageous in the fact that an emergency water shut off can be isolated <br />without shutting down the entire water system. A looped water system also increases the <br />fire flow capacity of the water system and promotes water circulation, which improves <br />the waters aesthetic quality. <br />Replacement of the service lines may increase the pressure by providing a clean service <br />pipe. <br />The proposed water system improvements are shown on Figure 3 in Appendix A. <br />4.3. Drainage <br />Drainage will be improved by grading the alley to drain to Croft Drive or installing a <br />catch basin and connecting to the existing system within the Arbors Townhome <br />Community. <br />4.4.
