City Council Regular Meeting Minutes <br />February 24, 2009 <br />Page 6 <br />1 Motion by Councilmember Gray, seconded by Councilmember Thuesen, to table Resolution 09- <br />2 028; Administrative Lot Split 3055 Old Highway 8, with a recommendation to refer the <br />3 application back to the Planning Commission. <br />4 <br />5 City Manager Morrison indicated the application may not be able to be included on the March <br />6 Planning Commission meeting agenda due to notification requirements. He asked whether the <br />7 applicant will provide authorization to extend the 120 -day timeline. Mr. Lutz stated it may be <br />8 moot at that point. He will grant the extension but it may be withdrawn until April 30, 2009. <br />10 Mayor Pro Tem Stille noted that the applicant is trying to create value. The Council is more than <br />11 happy to listen to the applicant and work with them, but they would like the application to be <br />12 reviewed by the Planning Commission. <br />13 <br />14 Motion carried unanimously. <br />15 <br />16 VI. GENERAL BUSINESS OF COUNCIL. <br />17 <br />18 A. Consider Resolution 09-023• Adopting St Anthony Village Water Emergency and <br />19 Conservation Plan. <br />20 <br />21 Mr. Justin Messner, WSB & Associates, provided a presentation on the St. Anthony Village <br />22 Water Emergency and Conservation Plan. <br />23 <br />24 Mayor Pro Tem Stille noted that the Metropolitan Council will not approve the City's <br />25 Comprehensive Plan without the implementation of the Water Emergency and Conservation <br />26 Plan. He verified with Mr. Messner that the Water Reuse Facility is included in the Water <br />27 Emergency and Conservation Plan and stated this should be a hallmark example of the City's <br />28 willingness to be kind to the environment. <br />29 <br />30 Mr. Messner presented Resolution 09-023 for approval by the Council. <br />31 <br />32 Motion by Councilmember Roth, seconded by Councilmember Gray, to adopt Resolution 09- <br />33 023, Adopting St. Anthony Village Water Emergency and Conservation Plan. <br />34 <br />35 Motion carried unanimously. <br />36 <br />37 B. Consider Resolution 09-024• Adopting St Anthony Village Water Resource Mana eg ment <br />38 Plan. <br />39 <br />40 Mr. Messner provided a presentation on the St. Anthony Village Water Resource Management <br />41 Plan. <br />42 <br />43 Councilmember Gray inquired how long the flooding in the area of 39°i Avenue and Fordum has <br />44 been occurring. Mr. Hubmer stated the flooding at 39th Avenue and Fordham has been occurring <br />45 for a long time. The problem associated with that is Ramsey County Ditch No. 2, which is now <br />46 Silver Lane, drains from to Silver Lake to the east and eventually to Rice Creek. It is the <br />
