City Council Regular Meeting Minutes <br />February 24, 2009 <br />Page 7 <br />1 downstream system in Silver Lane that causes the issue at 39`h Avenue and Fordham. The <br />2 Apache Plaza redevelopment area has helped to alleviate that a bit. There are ideas floating <br />3 around about Mirror Lake for the future. This includes reducing the discharge from Mirror Lake <br />4 which will reduce the flood potential at that intersection. There really are not a lot of options <br />5 within 3901 Avenue to solve the problem. Staff looked at a permanent pipe solution which would <br />6 have been at a very expensive cost to alleviate that one intersection of flooding. As <br />7 redevelopment continues to occur in the area they will continue to add ponding that was not in <br />8 place previously. <br />9 <br />10 Councilmember Thuesen questioned who would pay for future work on the Mirror Lake outlet. <br />11 Mr. Messner replied this would be a City funded improvement. <br />12 <br />13 Mayor Pro Tem Stille requested clarification that with regard to financial considerations, the <br />14 proposed Water Resources Management Plan is just a plan at this time that states what the City <br />15 would like to complete. Mr. Messner responded in the affirmative and stated it is a general <br />16 outline for the City to follow that outlines priorities. <br />17 <br />18 Motion by Councilmember Gray, seconded by Councilmember Roth, to adopt Resolution 09- <br />19 024, Adopting St. Anthony Village Water Resources Management Plan. <br />20 <br />21 Motion carried unanimously. <br />22 <br />23 C. Consider Resolution 09-025• Accepting Water Tower Park Water Main Replacement <br />24 Plans and Specifications and Ordering Advertisement for Bids. <br />25 <br />26 Mr. Messner provided a presentation on the Water Tower Park Water Main Replacement Plans <br />27 and Specifications and advised on staff's recommendation for ordering advertisement of bids. <br />28 <br />29 Councilmember Thuesen questioned if there was discussion at the time that Water Tower Park <br />30 was constructed about replacing the pipe being discussed tonight. Mr. Hubmer replied there was <br />31 a tight budget for Water Tower Park. Rerouting the line around the other side of the water tower <br />32 was not likely a cost that would have been acceptable with the park improvements. <br />33 <br />34 Councilmember Roth inquired about the use of pvc piping in this project and whether it is used <br />35 throughout the City. Mr. Hubmer provided information on the tested use of pvc piping in this <br />36 environment. He explained the benefits of using pvc piping in the project and the expectation to <br />37 use pvc piping in future projects. <br />38 <br />39 Motion by Councilmember Roth, seconded by Councilmember Gray, to adopt Resolution 09- <br />40 025, Accepting Water Tower Park Water Main Replacement Plans and Specifications and <br />41 Ordering Advertisement for Bids. <br />42 <br />43 Motion carried unanimously. <br />44 <br />45 D. Consider Resolution 09-026; Accepting the Feasibility Report and Order Plans & <br />46 Specifications for the Arbors Allev Roadway and Utility hnprovement Project. <br />
