identified, the license shall be granted in accordance with this subchapter. If the application is <br />denied, the City Manager shall notify the applicant of the denial in writing. The notice shall be <br />mailed by regular and certified mail to the applicant at the address provided in the application <br />and it shall inform the applicant of the applicant's right, within 20 days from the date of the <br />notice, to submit a written request to the City Manager for an appeal of the denial to the City <br />Council. Appeals that are timely -received shall take place before the City Council within <br />reasonable period. <br />113.03 LICENSING; EXEMPTIONS (Peddlers and Solicitors). <br />(E) Procedure. Upon receipt of the completed application and payment of the license fee, <br />the City Manager, within 2 regular business days, must determine if the application is <br />complete. An application is determined to be complete only if all required information <br />is provided. If the City Manager determines that the application is incomplete, the City <br />Manager must inform the applicant of the required necessary information that is <br />missing. If the application is complete, the City manager must order any investigation, <br />including requesting the Police Department to provide certain criminal history data <br />contained at the Minnesota Bureau of Criminal Apprehension, or the investigation of <br />an applicant "s character and verification of the facts as set forth in the application. <br />Within 10 regular business days of receiving a complete application, the City Manager <br />must issue the license unless there exist grounds for denying the license under § 13.04, <br />in which case the City Manager must deny the license. If the City manager denies the <br />license, the applicant must be notified in writing of the decision, the reason for denial, <br />and the applicant's right to appeal the denial by requesting, within 20 days of receiving <br />a notice of rejection, a public hearing before the City Council. The City Council shall <br />hear the appeal within 20 days of the date of the request.
