1.11.290 APPLICATION VERIFICATION (Pawn Dealers). <br />All applicants shall be referred to the Police Department for verification and investigation <br />of the facts set forth in the application. Within 60 days after receipt of a complete application, the <br />Police Department shall make a written report and recommendations to the City Council as to, <br />issuance or non -issuance of the license. The City Council may order and conduct the additional <br />investigation as it deems necessary. The QV Manager may also re nest that the Police <br />Department shall provide certain criminal history data contained at the Minnesota Bureau of <br />Criminal Ap prehension Lor the investi -tion of an a licant's character and verification of the <br />facts as set forth in the application . If additional investigation is necessary, the applicant shall <br />pay the City for cost of the additional investigation. The license shall not be issued until any <br />additional investigation costs are paid. <br />111.345 INVESTIGATION Physical Culture and Health Services and Clubs, including <br />Therapeutic Massage Studios). <br />All applications shall be referred by the City Manager to the Police Department and to <br />the other city departments for investigation of the applicant's character and verification of the <br />facts as set forth in the application. Upon request by the City Manager, the Police DgRartment <br />shall provide certain criminal histo data contained at the Minnesota Bureau of Criminal <br />Apprehension for the investigation of an galicant's character and verification of the facts as set <br />orth in the application. Within 60 days after the application date, the Police Chief and any other <br />consultants shall submit a written recommendation to the Manager as to issuance or non -issuance <br />of the license, setting forth the facts upon which the recommendation is based. <br />111.374 LICENSE APPLICATION VERIFICATION AND CONSIDERATION <br />(Fireworks Dealers). <br />The provisions of § § 111.001 through 4.111.014 apply to any and all licenses granted <br />under this subchapter and to the holders of the licenses, provided that all licenses shall be granted <br />or denied by the City Council if required by state law. The City Manager is authorized to <br />conduct any and all investigations necessary to verify the information supplied on an application, <br />including ordering the Police Dg artntent to provide certain criminal histo data contained at <br />the Minnesota Bureau o Criminal Apprehension <br />driver's lieense hister, the applioant. After verifying application information, the <br />City Manager shall route the application to the city's Fire Department which shall review the site <br />plan and determine if the manner of sale, display, distribution, and storage constitutes a fire or <br />safety hazard. In assessing the potential hazards, reference shall be made to all applicable state <br />and federal laws, rules, and regulations as well as to the administrative standards of the sale, <br />display, distribution, and storage of consumer fireworks established by the Minnesota <br />Department of Public Safety, State Fire Marshall Division.
