July 17, 2009 City of St. Anthony Planning Commission c/o Ms. Kim Moore -Sykes Assistant City Manager Request: Conditional Use Permit to locate Telecommunications Antennas or as defined by the City of St. Anthony, in Section 1680.03, Subd. 7: a Wireless Telecommunications Facility (WTF), for T -Mobile on the existing building located at 2601 Kenzie Terrace in the City of St. Anthony. T -Mobile's agent Integrated Wireless Development, is respectfully requesting approval of a Conditional Use Permit (CUP) to be granted to T -Mobile to locate a WTF on an existing building as outlined in Section 152.243, and has outlined and addressed the issues facing T -Mobile in finding a site that meets the coverage objectives for this area. Necessity of Proposed Location: T -Mobile is one of the nations leading providers of wireless services with an established footprint in the Minneapolis — St. Paul region. As the request for services has grown, T -Mobile has realized the need to improve coverage in order to meet their customer's needs and frequency requirements set forth by the Federal Communications Commission (FCC). The proposed site at 2601 Kenzie Terrace, in the City of St. Anthony fills coverage gap along CR136 & St. Anthony Parkway. Compliance: Per section 1680.04 Subd. 10, T -Mobile has searched to find the best site for coverage as well as the guidelines set forth by the city of St. Anthony. Per Section 152.243 Conditional Use Permits: T -Mobile responds to the following: Criterion #1: the proposed location is on an existing building located in a PUD and as per discussion with the City is requesting a CUP for the WTF antennas installation. T -Mobile does not believe that the location of these antennas is in conflict with the comprehensive plan.
