W. <br />July 17, 2009 <br />City of St. Anthony <br />Planning Commission <br />c/o Ms. Kim Moore -Sykes <br />Assistant City Manager <br />Request: Conditional Use Permit to locate Telecommunications Antennas or as <br />defined by the City of St. Anthony, in Section 1680.03, Subd. 7: a Wireless <br />Telecommunications Facility (WTF), for T -Mobile on the existing building located <br />at 2601 Kenzie Terrace in the City of St. Anthony. <br />T -Mobile's agent Integrated Wireless Development, is respectfully requesting <br />approval of a Conditional Use Permit (CUP) to be granted to T -Mobile to locate a <br />WTF on an existing building as outlined in Section 152.243, and has outlined <br />and addressed the issues facing T -Mobile in finding a site that meets the <br />coverage objectives for this area. <br />Necessity of Proposed Location: <br />T -Mobile is one of the nations leading providers of wireless services with an <br />established footprint in the Minneapolis — St. Paul region. As the request for <br />services has grown, T -Mobile has realized the need to improve coverage in order <br />to meet their customer's needs and frequency requirements set forth by the <br />Federal Communications Commission (FCC). The proposed site at 2601 Kenzie <br />Terrace, in the City of St. Anthony fills coverage gap along CR136 & St. Anthony <br />Parkway. <br />Compliance: <br />Per section 1680.04 Subd. 10, T -Mobile has searched to find the best site for <br />coverage as well as the guidelines set forth by the city of St. Anthony. Per <br />Section 152.243 Conditional Use Permits: T -Mobile responds to the following: <br />Criterion #1: the proposed location is on an existing building located in a <br />PUD and as per discussion with the City is requesting a CUP for the WTF <br />antennas installation. T -Mobile does not believe that the location of these <br />antennas is in conflict with the comprehensive plan. <br />Criterion #2: The use will not be detrimental to the health, safety, or <br />general welfare of persons residing or working within the vicinity or to the <br />
