Mt BJo,=4d has indicated that the School
Nstdct will adhere to City teeluitemcuts togarding hoots of upontion, of the sign. no City Code
states that in no event shall the sign be permitted to be operated between the hours of 10:00 p.in, and
6x00 a.xnt,,155.29(D)(2)(b).
Mr. $j oxarud stated that the School District will not include Bashing or animation as part of the
software program to be used fear the proposed electronic sign so as to be in conformance with the City
Code, 155.29(D)(2)(a).
Staff advised Mr. $jornrud that the proposed site of the electronic sign is within the County's road
right-of-way and he would need to contact the County for their process for placing structures in the
right-of-way. Staff also received an email from a resident with traffic concerns about installing the
electronic sign at the corder of 37'` Avenue and Highetest Road,
3. The requested Conditional Use Permit is considered necessary or desirable at the subject
location to provide a service or a facility which is in the interest of public convenience and will
contribute to the general welfare of the neighborhood or community. The School District states
that it is the intent of this proposed electronic to communicate school district information and events
that will be of interest to the community (155.29(D)(2)(f)).
Communications: Staff has received no phone calls regarding the proposed electronic sign for this location.
Staff did receive an email from a resident who voiced a concern that the electronic sign may be too close to 37`x'
Avenue, perhaps causing some difficulty with sightlines for drivers in the intersection of 37`h Avenue and
Highcrest Road.
Staff also received a tail from a resident who voiced objections about the public notification process for the
electronic signs for both locations, Wilshire Park Elementary and the Middle School/High School. While the
resident is not within the notification area either school, he was concerned that the community would find the
information confusing and difficult to find.
Attachments:
• Application
Design Drawing of the Proposed Sign and Proposed Sign Placement
• Aerial Photo of Property
• Resident Email
07212009 Council CUP 3600 Highcrest Rd electronic sign.doc
