In establishing a tiered water rate structure, the goal is to promote conservation. Staff <br />gathered information by attending work shops, had several discussions with the DNR and <br />worked with the City Engineer to establish a tier structure for St. Anthony that would <br />fairly promote the conservation of water. <br />In addition, the City Council expressed the need to impact all user groups equally. To <br />accomplish this goal, City Staff developed the following criteria: <br />1) Same base rate of $2.60 per 1,000 for all User Groups. <br />2) Same percentage increase structure for all User Groups. <br />3) Each User Group will have its own tier structure. <br />Proposed Residential Tiers: <br />0 — 15,000 Gallons <br />Tier I <br />15,001 — 22,500 Gallons <br />Tier 11 <br />22,501 — 30,000 Gallons <br />Tier III <br />Over 30,000 Gallons <br />'Pier IV <br />Proposed Commercial Tiers: <br />0 — 50,000 Gallons "Tier I <br />50,001 — 175,000 Gallons Tier II <br />175,001— 300,000 Gallons Tier III <br />Over 300,000 Gallons Tier IV <br />Propose Multi -Family: <br />A) Using the Residential Tier Structure <br />B) Total consumption is divided by the number of units. <br />C) The cost per unit is multiplied by the number of units <br />to determine the quarterly bill. <br />Extreme Volume Users (Individual Tiers): <br />St Anthony High School <br />0 — 750,000 Gallons Tier I <br />750,001 — 1,050,000 Gallons Tier II <br />1,050,001 — 1,350,000 Gallons Tier II <br />Over 1,350,000 Gallons Tier IV <br />Wilshire Elementary <br />0 — 475,000 Gallons <br />475,001 — 575,000 Gallons <br />575,001 — 675,000 Gallons <br />Over 675,000 Gallons <br />Happy's Potato Chips <br />0 — 3,400,000 Gallons <br />3,400,001 — 4,400,000 Gallons <br />4,400,001 — 5,400,000 Gallons <br />Over 5,400,000 Gallons <br />Tier I <br />Tier II <br />Tier III <br />Tier IV <br />Tier I <br />Tier II <br />Tier III <br />Tier IV <br />23 <br />
