17 <br />MEDICAL DIRECTION AGREEMENT <br />THIS AGREEMENT is made and entered into as of January 1, 2010, ("Effective Date"), <br />by, between and among the City of New Brighton, the City of North St. Paul, the City of <br />Roseville, the City of St. Anthony and the University of Minnesota (collectively the Law <br />Enforcement Agencies) and Allina Medical Transportation, a operating unit of Allina Health <br />System ("Allina"). <br />PREAMBLES <br />WHEREAS, the Law Enforcement Agencies have entered into a mutual aid agreement to <br />create a SWAT Team; <br />WHEREAS, the Law Enforcement Agencies, acting through the SWAT Team, engages <br />in high risk law enforcement activity for public safety agencies within member communities; <br />WHEREAS, the SWAT Team will use one or more paramedics to provide emergency <br />medical support to SWAT Team operations; <br />WHEREAS, the Law Enforcement Agencies desires to retain Allina to provide <br />professional support for medical direction and supervision of medical care rendered by SWAT <br />Team operations; <br />WHEREAS, Allina desires to provide medical direction and supervision of the medical <br />care rendered by SWAT Team paramedics and agrees to provide this service through Charles <br />Lick, MD, and Paul Satterlee, MD, and any subsequent physician(s) or their designee appointed <br />by Allina and accepted by the Law Enforcement Agencies("Physicians"); <br />NOW, THEREFORE, in consideration of the premises, the mutual covenants and <br />agreements contained herein, the parties agree as follows: <br />ARTICLE I <br />Duties of Allina <br />1.1 Appointment of Medical Director. Allina shall appoint Physician(s) to serve as the <br />Medical Director for the SWAT Team. In the event that Allina replaces the individual(s) listed <br />as providing medical direction under this Agreement, the Law Enforcement Agencies shall have <br />the right to approve or reject the selection and appointment of any physicians selected by Allina <br />to serve as Medical Director. <br />The Law Enforcement agencies may exercise their approval or rejection of Allina's Medical <br />Director appointment by a majority vote. <br />
