Medical Direction Agreement -- Allina the Law Enforcement Agencies <br />Page 2 of 8 <br />1.2 Qualifications of Physicians. At all times during the term of this Agreement, Allina <br />agrees to appoint, as Medical Director, a physician licensed as a physician, in good standing in <br />the State of Minnesota and Board Certified in Emergency Medicine by the American College of <br />Emergency Physicians. The physician appointed by Allina shall have a good working <br />knowledge and a strong interest in Emergency Medical Services. <br />1.3 Maintenance of Data. Allina shall maintain medical data held pursuant to this <br />Agreement, and limit access to medical data, as may be required by Minn. Stat. Ch. 13, the Data <br />Practices Act, and/or federal law, including but not limited to HIPAA. <br />1.4 Medical Direction. Physicians will provide medical direction to the SWAT Team <br />consistent with industry best practices and sound clinical judgment to include, but not be limited <br />to, the following: <br />1. approve standards for training and orientation of personnel that affect patient care; <br />2. approve standards for purchasing equipment and supplies related to patient care; <br />3. establish standing orders for patient care; <br />4. participate in the development and operation of a continuous quality improvement <br />program including, but not limited to, case reviews and complaint resolution. <br />ARTICLE II <br />Medical Direction Services <br />2.1 Physicians Services. In providing medical direction and supervision to the SWAT <br />Team, Physicians shall: <br />A. Develop and review medical policies and procedures defining the standards of <br />care and how they are to be implemented including assisting in developing a <br />framework for a Quality Improvement Program. <br />B. Review incident reports originating from hospital, ambulance, or public safety <br />personnel and assist in resolving citizen, hospital, public safety personnel, or <br />physician complaints or questions about provision of emergency medical <br />dispatch. <br />C. Report problems and public complaints on patient care to management of the Law <br />Enforcement Agencies. <br />D. Assist the Law Enforcement Agencies in planning for future changes in the <br />provision of emergency medical services by the SWAT Team and render advice <br />on the purchase of medical equipment and supplies. <br />In <br />
