He noted if they were to wait for the economy to turn <br />around to proceed with the project there will be an increase in prices. <br />Mr. Hubmer stated there has been considerable discussion in regards to the current competition <br />in the marketplace. There have been public improvement projects with savings on the initial <br />construction costs as high as 15% to 25% upfront. In addition, some of the lowest bond ratings <br />are available at this time. If they were to wait for the economy to turn around there would likely <br />be higher construction costs, as the environment will not be as competitive. <br />Councilmember Stille requested information on the cost sharing involved in the project and <br />whether the strip of dead grass associated with the recent improvements along Highcrest Road <br />will be replaced. <br />Mr. Hubmer provided an overview of the allocation of costs between the cities of St. Anthony, <br />Roseville and New Brighton. He stated areas with dead grass associated with the improvements <br />along Highcrest Road will be replaced with a seed mixture and additional topsoil. <br />Councilmember Roth verified with Mr. Hubmer that he has been designated as the lead in <br />regards to the preparation of the specifications and bid package. <br />Mayor Faust requested information regarding the sidewalk on Silver Lane in relation to the <br />roadway. <br />Mr. Hubmer explained that most of the sidewalk areas will have a minimum 5 -foot buffer strip; <br />however, there are a few segments on the east of Silver Lake Road where the sidewalk will butt <br />up against the curb due to the additional parking lanes that are being added. He noted the <br />boulevard in this area provides a separation from traffic to pedestrians. <br />Motion by Councilmember Roth, seconded by Councilmember Gray, to adopt Resolution 09- <br />093; Plans and Specifications and Ordering Advertisement for Bids for 2010 Street and Utility <br />Improvement Project. <br />Motion carried unanimously. <br />C. Resolution 09-094; Ratifying the 2010 Agreement between the Law Enforcement labor <br />Services, Inc. #186 Local Representing the St. Anthony Police Department and the City <br />of St. Anthony. <br />City Manager Morrison provided an overview of Resolution No. 09-094. The contract as <br />presented agrees to the following increases for 2010: Wages — 0%; Insurance - $100 increase for <br />family coverage; Uniform Allowance — 0% increase. <br />Motion by Councilmember Gray, seconded by Councilmember Thuesen, to adopt Resolution 09- <br />094; Ratifying the 2010 Agreement between the Law Enforcement Labor Services, Inc. #186 <br />Local Representing the St. Anthony Police Department and the City of St. Anthony. <br />3 <br />
