He noted if they were to wait for the economy to turn
around to proceed with the project there will be an increase in prices.
Mr. Hubmer stated there has been considerable discussion in regards to the current competition
in the marketplace. There have been public improvement projects with savings on the initial
construction costs as high as 15% to 25% upfront. In addition, some of the lowest bond ratings
are available at this time. If they were to wait for the economy to turn around there would likely
be higher construction costs, as the environment will not be as competitive.
Councilmember Stille requested information on the cost sharing involved in the project and
whether the strip of dead grass associated with the recent improvements along Highcrest Road
will be replaced.
Mr. Hubmer provided an overview of the allocation of costs between the cities of St. Anthony,
Roseville and New Brighton. He stated areas with dead grass associated with the improvements
along Highcrest Road will be replaced with a seed mixture and additional topsoil.
Councilmember Roth verified with Mr. Hubmer that he has been designated as the lead in
regards to the preparation of the specifications and bid package.
Mayor Faust requested information regarding the sidewalk on Silver Lane in relation to the
roadway.
Mr. Hubmer explained that most of the sidewalk areas will have a minimum 5 -foot buffer strip;
however, there are a few segments on the east of Silver Lake Road where the sidewalk will butt
up against the curb due to the additional parking lanes that are being added. He noted the
boulevard in this area provides a separation from traffic to pedestrians.
Motion by Councilmember Roth, seconded by Councilmember Gray, to adopt Resolution 09-
093; Plans and Specifications and Ordering Advertisement for Bids for 2010 Street and Utility
Improvement Project.
Motion carried unanimously.
C. Resolution 09-094; Ratifying the 2010 Agreement between the Law Enforcement labor
Services, Inc. #186 Local Representing the St. Anthony Police Department and the City
of St. Anthony.
City Manager Morrison provided an overview of Resolution No. 09-094. The contract as
presented agrees to the following increases for 2010: Wages — 0%; Insurance - $100 increase for
family coverage; Uniform Allowance — 0% increase.
Motion by Councilmember Gray, seconded by Councilmember Thuesen, to adopt Resolution 09-
094; Ratifying the 2010 Agreement between the Law Enforcement Labor Services, Inc. #186
Local Representing the St. Anthony Police Department and the City of St. Anthony.
3
