35 <br />Fire Department Highlights of Training 2009 <br />• Total staff for year average about 24 — 3 Rookies Completed Training, 3 new Rookies Hired <br />• Total staff training hours 2008 - 1529 documented = 63.7 hours per person <br />2009 — 2121 documented = 88.4 hours per person <br />• Continued 1" Responder Medical Refresher Training in house. Conducted 3 classes to 3 firefighters <br />and 25 police officers. The cost savings to the city is conservatively 60% and has other benefits as <br />well. Greater interoperability with departments, employee convenience, and lower costs due to less <br />overtime and parking were also realized. <br />• Contracted with HCMC EMS Education to have EMT Refresher Training delivered on site in the <br />evenings. The tuition cost remains the same but increased convenience and savings on parking and <br />overtime are realized benefits. Continues to work well. <br />• Fire Department Education and Training Program continues to expand. St. Anthony Healthcare <br />Center uses us to provide CPR refresher training to their staff. On -duty personnel do not lead the <br />classes, so it does not take away from the city's coverage and the class is not interrupted for <br />emergency calls. We also have done Fire Extinguisher Training and HAZWOPER training for <br />outside companies. <br />• Two live fire drills were conducted at St. Paul Park facility. We also rented the RIT Trailer. RIT <br />stands for Rapid Intervention Training and is a drill designed to refresh on skills needed to remove a <br />downed Fire Fighter from a building. <br />• Our theme continued to be "The first 5 minutes". Focus was on what can be done and what each <br />person's responsibility is in the initial stages of an event. <br />• Three of four rookies hired in 2008 completed their training, one was let go. Three new rookies were <br />hired and began their training in July. We train our people with in-house instructors to provide <br />customized training and save money on the cost of outside classes. The time line for our rookie <br />program encompasses about 18 months from the onset of training to being sworn in as a Fire Fighter. <br />
