Resolution 10-088• Ratifying the 2011 Agreement between the Law Enforcement Labor <br />11 Services, Inc. #186 Local Representing the St Anthony Police Department and the City <br />12 of St. Anthony. <br />13 <br />14 City Manager Morrison provided an overview of the proposed resolution ratifying the 2011 <br />15 agreement between the Law Enforcement Labor Services, Inc. #186 Local Representing the St. <br />16 Anthony Police Department and the City of St. Anthony. City Manager Morrison outlined the <br />17 terms of the one-year contract covering 2011. <br />18 <br />19 Mayor Faust stated his concern regarding the potential for competition between departments due <br />20 to the unions for Law Enforcement Labor Services and the Public Works Department supporting <br />21 the one year contract as opposed to the two year contract agreed to by the union for the <br />22 Firefighters Department. He stated his support of the 1.5% increase for both 2011 and 2012 <br />23 agreed to by the Firefighters union as opposed to the 2% increase for 2011 included in the <br />24 subject agreement. He stated that the City has been more than fair in providing equipment, a <br />25 good working environment, and good leadership, and that he will not vote in support of the <br />26 proposed agreement. <br />27 <br />28 Motion by Councilmember Gray, seconded by Councilmember Stille, to approve Resolution 10- <br />29 088; Ratifying the 2011-2012 Agreement between the Law Enforcement Labor Services, Inc. <br />30 #186 Local Representing the St. Anthony Police Department and the City of St. Anthony. <br />31 <br />32 Councilmember Stille commented that there is some flexibility with the different timeframes for <br />33 the labor agreements, as one group is locked in for two years while the other two groups are <br />34 limited to one year agreements, and that there may not be any increases in the agreements <br />35 renegotiated next year. <br />36 <br />37 Councilmember Roth inquired about the process if the Council were to decide to direct staff to <br />38 go back to renegotiate a similar agreement to the 1.5% increase/two year term with the two <br />39 groups that have opted for a 2% increase/one year term. City Manager Morrison replied that if <br />40 this were to be the decision of the Council he would recommend that the Council reject the <br />41 contracts, which would then automatically go back to renegotiations. <br />42 <br />43 Motion carried 4-1 (Faust opposed), <br />44 <br />0 <br />
