City Council Regular Meeting Minutes February 22, 2011 Page 4 1 Motion carried unanimously. 2 3 B. Resolution 11-026; Supporting Dominion funding to Ramsey County. Stacie Kvilvang, 4 Ehlers & Associates, presenting. 6 Ms. Kvilvang provided an overview of the proposed resolution of support to Dominion for a 7 request to Ramsey County for grant funding. She advised that the action before the City Council 8 tonight is twofold: 1) Resolution of support for the $60,000 grant funding application that 9 Dominium will be requesting from Ramsey County for the proposed 152 units of senior housing; 10 and, 2) Authorization for the City Manager, City Attorney, and Ms. Kvilvang to enter into 11 negotiations with Dominium. 12 13 Ms. Kvilvang noted that Dominium may be looking for possible additional TIF assistance. Staff 14 has informed them that there is no certainty of this funding and that a formal request would need 15 to come back to the City for review. 16 17 Ms. Kvilvang noted that as part of the Phase III Agreement, Mr. Pratt can assign his rights in the 18 development to another developer and the authority to approve that assignment is up to Mr. 19 Morrison. The City would then be negotiating with Dominium and Mr. Pratt would no longer be 20 involved with that portion of the development. 21 22 Mark Moorhouse, Dominium informed the City Council that the proposal for this project is very 23 preliminary at this time. They are looking for a resolution of support for the application that will 24 be made to Ramsey County for grant funding that meets affordable housing requirements. 25 26 Ms. Kvilvang clarified that a new development agreement will be coming forward between the 27 City, HRA, and Dominium. 28 29 Mayor Faust clarified that the City has not agreed to provide any TIF assistance for the subject 30 project. 31 32 Motion by Councilmember Roth, seconded by Councilmember Gray, to approve Resolution 11- 33 026; supporting Dominion funding to Ramsey County. 34 35 Motion carried unanimously. 36 37 C. 2011 Goals Presentation. Dave Unmacht, 2011 Facilitator, presenting. 38 39 Mr. Dave Unmacht, 2011 Facilitator, provided a presentation on the City of St. Anthony 2011 40 Goals. The presentation covered the following information: Agenda & Attendees; Session 41 Goals and Expectations; 2010 Accomplishments; 2011 Strengths (Themes); 2011 Weaknesses 42 (Themes); 2011 Opportunities (Themes); 2011 Challenges (Themes); Mission; Vision; 2011 43 Strategic Initiatives; 2011 Goals; and, 2011 Action Steps. 44 45 Mayor Faust thanked Mr. Unmacht for his work with the City facilitating the 2011 Goals. He 46 noted to the residents that information on the 2011 Goals will be included in the City Newsletter. 5
