Ordinance 2011-02; Ordinance Terminating Moratorium on the Issuance of Licenses for <br />2 Pipe and Tobacco Shops (second reading). <br />4 City Manager Morrison stated that this represents the Second Reading of the ordinance <br />5 terminating the moratorium on the issuance of licenses for pipe and tobacco shops. He advised <br />6 that the City Council can waive the third reading and move to adopt the ordinance this evening. <br />8 Motion by Councilmember Stille, seconded by Councilmember Roth, to approve the Second <br />9 Reading of Ordinance 2011-02; Ordinance Terminating Moratorium on the Issuance of Licenses <br />10 for Pipe and Tobacco Shops, and to waive the Third and Final Reading. <br />11 <br />12 Motion carried 4-0. <br />13 <br />14 B. Storm Water Pollution Prevention Plan (SWPPP) Public Information Meeting Todd <br />15 Hubmer, WSB & Associates, presenting. <br />16 <br />17 City Engineer Ilubmer presented the City's Storm Water Pollution Prevention Plan (SWPPP), <br />18 and noted that the presentation fulfills the annual requirement for holding a public information <br />19 meeting regarding stormwater in the City. He reviewed the Clean Water Act, National Pollution <br />20 Discharge Elimination System (NPDES), non -point source pollution, minimum control measures <br />21 specified by the Federal government and defined by the State, public education and outreach, <br />22 public participation and involvement, illicit discharge detection and elimination, construction site <br />23 stormwater rrmoff control, post -construction stormwater management in new development and <br />24 redevelopment, pollution prevention, and best management practices. <br />25 <br />26 City Engineer Hubmer stated that the phosphorous content in pet waste is a significant water <br />27 pollution concern and residents will begin to see educational outreach on the importance of <br />28 cleaning up after their pets. <br />29 <br />30 Councilmember Roth requested further information regarding pollution associated with <br />31 discarded cigarette butts. Ile also requested information regarding redevelopment of the <br />32 potential Vikings stadium site and its impact on the pollution in the ground. <br />33 <br />34 City .Engineer Hubmer explained that discarded cigarette butts will be in the environment for <br />35 several decades before breaking down and represent a significant pollution concern. I Ie added <br />36 that discarded cigarette butts would be considered an illicit discharge under the NPDES rules. <br />37 Iie stated that the pollution on the Army ammunition site has been in the environment for a long <br />38 period of time and there are some indications that the level of contamination is beginning to <br />39 subside. Ile indicated that if the site is redeveloped, there will be special concerns associated <br />40 with whether the improvements have the potential to move the contamination in the soil into the <br />41 drinking water of the communities in the area. He added there will be a significant amount of <br />42 discussion on this topic in the future to manage the pollutants and manage storm sewer runoff. <br />43 <br />44 C. Resolution 11-033; Accepting and Approving the Grant Agreement Between the City of <br />45 St. Anthony Village and the Metropolitan Council of Environmental Services for the <br />46 Improvement of Publicly Owned Infrastructure. <br />3 <br />
