City Council Regular Meeting Minutes <br />May 10, 2011 <br />Page 5 <br />1 City Engineer Hubmer explained that the selection of next year's project location was based on <br />2 the fact that this area has had a number of water main breaks and once this project is finished, all <br />3 roads west of Silver Lake Road will be reconstructed and the City can then move to other <br />4 segments of the City. He stated that utility replacement is given highest priority when selecting a <br />5 project and the area around Belden and Coolidge has had a number of water main breaks. He <br />6 added that the City also does not want to have construction traffic over a recently reconstructed <br />7 street, which will mean that the 2012 project will have an entrance route on 36t" Avenue and the <br />8 City will then redo 36°i Avenue when construction is complete without damaging any new roads. <br />9 <br />10 Councilmember Roth asked about the City's alleyways and the standards used in construction of <br />11 those alleyways. He also expressed concern about garbage haulers and stated it was his <br />12 understanding that the haulers agreed they would not enter the alleyways with loaded trucks. <br />13 <br />14 City Engineer Hubmer stated that there are design issues with the alleys because they are not <br />15 designed to the same level as the streets, they are very flat with poor drainage, and some will <br />16 decay sooner than the roadways. <br />17 <br />18 City Manager Morrison stated that the haulers agreed not to enter the alleys with loaded trucks; <br />19 in addition, the haulers are using smaller trucks in some cases. <br />20 <br />21 City Engineer Hubmer added that the City has applied for a 319 grant to remove phosphorous <br />22 and pollutant loads to Silver Lake and improve Salo Park pond, which will help the City get into <br />23 TMDL compliance. He noted that the City already has $50,000 from Rice Creek Watershed <br />24 District for this project. <br />25 <br />26 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />27 <br />28 Councilmember Roth reported on his attendance at the May 5 North Suburban Cable <br />29 Commission meeting. He stated that the Cable Commission will move into its new space during <br />30 June and will host an open house later this summer.
