59 <br />MEMORANDUM <br />DATE: June 1, 2011 <br />TO: City Council <br />FROM: Mike Morrison, City Manager <br />Roger Larson, Finance Director <br />ITEM: BUILDING PERMITS — MN STATUTE 326B.153 <br />To determine what other cities charge, staff recently conducted a survey of surrounding <br />Metropolitan Cities. The data shows that building permit fees vary and there is no <br />consistency or a uniform method used for establishing building permit fees. <br />What the survey did reveal is that a trend is developing where surrounding communities <br />are in the process of discussing adoption or have adopted the fee schedule defined by MN <br />Statue 326B.153. <br />At the April 4"' and May 2nd work sessions, discussions occurred with the City Council to <br />review St. Anthony's current fee structure for "Building Permits" compared to the fees of <br />other Cities and the fee structure defined in State Statue 326B. <br />On May 24°i Council approved the first reading to amend City Ordinance 33.061 to set <br />St. Anthony's building fees at the same level as defined in the State Statue. <br />At that meeting, Council asked Staff to update them on the building permit fees of <br />Minneapolis. Their fees are currently higher than State Statue (see attached fee <br />schedule). <br />Also, per the direction of the Council, Staff changed the heading of the ordinance to "AN <br />ORDINANCE AMENDING THE BUILDING PERMIT FEES" eliminating the language <br />"AS STATED IN MINNESOTA STATE STATUTE 326B.153". <br />Additional Update for the City Council <br />Surrounding cities who have implemented the State Building Permit Fee Schedule now <br />include: <br />1) Arden Hills — Adopted January 2011. <br />2) Moundsview — Recently adopted. <br />3) Roseville — Recently adopted. <br />Recommendation: <br />I) Council approves second reading - ordinance amendment 92011-03 changing the <br />City Ordinance Chapter 33.061 for Building Permit Fees. <br />2) Effective date 01/01/2012. <br />
