miminimum house sizes, minimum rerequirements, and other performance standards associated with 14 <br />traditional zoning, a PUD can maximize the development potential of land while remaining sensitive to <br />its unique and valuable natural characteristics; <br />Density'I'ransfer: The project density may be clustered, basing density on a number of units per acre in <br />place of specific lot dimensions; <br />District Integration: 'l:he combination of uses which are allowed in separate zoning districts such as: <br />a. Mixed residential uses to allow both densities and unit types to be varied within the project; <br />b. Mixed residential uses with increased density based upon the greater sensitivity of PUD <br />projects to regulation; and <br />c. Mixed land uses with the integration of compatible land uses within the project. <br />'The PUD development plan shall identify all the proposed land uses, which shall become permitted uses if the <br />final development plan is approved. Any change in the uses presented in the final development plan will be <br />considered an amendment to the PUD and must follow the procedures specified in 152.200. <br />Tlhe construction of the proposed assisted living facility requires an approved amendment to the PUD as <br />originally approved in 2003 because the construction of the assisted living facility would constitute a revision <br />and/or change as stated in §152.206. 'The amendment in 2003 added the five (5) vacant residential lots and an <br />undeveloped lot purchased from the City, which totaled 55,584 SF, to the existing Autumn Woods residential <br />PUD. <br />Once the Final Development: Plan has been recommended for approval, the applicant is requesting that the Final <br />Development Plan be recommended for approval as an amendment: to the PUD. <br />'The Planning Commission reviewed the site plan and provided feedback to this proposed project at the Concept <br />Review on September 20°i and after a Public I leaning on November 15, 2011, approved the following <br />Recommendations of Approval. <br />Requested Action: <br />1. Recommend Approval of the Preliminary Development Plan <br />2. Recommend Approval of the Preliminary Development Plan as the Final Development Plan <br />Reconnnend Approval of the Final Development Plan as the Amendment to die existing Planned <br />Unit Development at 2580 Kenzie Terrace. <br />Attachments: <br />• Written description of the proposed Assisted Living Autumn Woods II Project <br />• Site Plan, Renderings and E lcvations of the proposed facility and landscaping - (large copies available the <br />night of the meeting) <br />• Resolution 11-072; Approving the Preliminary Development Plan, the Final Development Plan and the <br />Planned Unit Development Amendment (PUD) for Autumn Woods II, 2580 Kenzie Terrace, Saint <br />Anthony Village, Hennepin County, Minnesota <br />
