13 <br />The parcel that LaNel is proposing to build their assisted living facility on is a triangular-shaped lot, with a side <br />yard bordering on Kenzie Terrace; a side yard to the south bordering both commercial property and single family <br />R-1 properties; and the rear yard located in the apex of the triangle lot. The proposed facility footprint: is shown <br />to be between 21'6" and 22'6" from the southern -most side yard property line and a 30'1" side yard setback <br />adjacent to Kenzie Terrace; the front yard is oriented toward the eastern border on the Autumn Woods I <br />property, which LaNel owns. <br />],or Coverage/Encroachment: The site area was determined to be 55,584 SF, wh ch is equal to 1.276 acres. The <br />total lot: coverage allowed for an R-4 zoning district is 50%. The building site coverage or footprint is 21,264 SF <br />or: 38%. <br />Jay Nelson of Jay P. Nelson, Architect, reported that the building is set back 30 feet from the innermost property <br />line along Kenzie Terrace. The proposed facility is sited between 22'3" and 22'6" from the south west property <br />line. This area is the rear yard for all of the neighboring R-1 properties with accessory buildings and garages as <br />adjacent structures. <br />Mr. Nelson noted thatLaNel is planning a one(1) foot encroachment into the front yard setback in order to <br />have six (6) foot porches instead of five (5) foot porches. <br />Pam: As stated in the Applicant's written statement, parking will include '18 underground stalls for residential <br />parking and staff parking. There will also be 13 parking spaces on the north east. end of the building on Kenzie <br />and another 13 puking spaces on t:he south west end of the building. Should it be needed, there is additional <br />parking on an existing and adjacent lot at Autumn Woods 1, which is under common ownership. <br />On site, LaNel reports that in addition to the planned 44 parking spaces for this proposed facility, the 38 parking <br />spaces fi�om Aut:unm Woods I, gives both facilities an extra N parking spaces over what the Ordinance requires. <br />Landscaping: The LaNel Group reported in their written statement that landscaping on the site will be varied <br />and full, giving the site a more t esidermal feel and creating natural boundaries from existing buildings and homes <br />around the area. The site plans includes landscaping plans that: shows the minimum landscaping that will be <br />installed. <br />Sieaa�e: The LaNel Group is proposing to install a monument sign at the entrance to the new facility. This <br />proposed sign adheres to the City's Sign Ordinance restrictions on height. It is exactly eight (8) feet tall with the <br />doublesidedsign total of 47.4 SF. The Sign Ordinance allows up to 68 SF for double -sided sign. <br />Zoning District: The proposed project is located adjacent to the existing, Autumn Woods apartment facilities. <br />The parcel for the proposed assisted living facility was purchased from the City in 2004 and its subsequent <br />inclusion in the PUD designation that exists for the Autumn Woods I facility as part of a Planned Unit <br />Development was approved as well by the City. <br />As defined in 5152.201 DEFINITIONS, a PUD or Planned Unit Development, is a zoning district and <br />development plan which may include single or mixed uses, and one (1) or more lots or parcels, and which is <br />intended to create a more flexible, creative, and efficient approach to the use of land. Any PUD shall be subject <br />to the procedures, standards and regulations contained in the zoning subchapter. The agreement entered into <br />between the developer and the City to incorporate all terms, requirements and conditions of the PUD approval. <br />Q152.202 provides the City the ability to authorize and approve a PUD based on the following criteria. <br />Varie : Within a comprehensive site design concept, a mixture of land uses, housing types and densities; <br />Sensitivity: Through the departure from the strict application of required setbacks, yard areas, lot sizes, <br />
