4 <br />City Council Regular Meeting Minutes <br />November 27, 2012 <br />Page 4 <br />permits, and mechanical permits and all other fees will be removed from the Ordinance and <br />passed by resolution, which will increase administrative efficiency. <br />4 Mayor Faust noted that the Ordinance will add an escrow deposit fee to the land use application <br />5 requests received by the City to reflect the amount of time needed to fully analyze a request and <br />6 is intended to create a more fair process in the community. <br />8 Councilmember Jenson pointed out that this Ordinance is fully authorized by Minnesota Statutes <br />9 § 462.353, subd. 4(a) which states cities are authorized to adopt a fee schedule by ordinance or <br />10 by resolution. <br />11 <br />12 Motion by Councilmember Gray, seconded by Councilmember Stille, to approve First Reading <br />13 of Ordinance 2012-13; An Ordinance Amending Chapter 33, Fees, Rates and Charges. <br />14 <br />15 Motion carried unanimously. <br />16 <br />17 C. Ordinance 2012-10; An Ordinance Amending Chapter 33 and Chapter 52 Re arding <br />18 UtilityBlling Procedures. (Final Reading). Mark Casey. Cit Manager, presenting. <br />19 <br />20 City Manager Casey advised that this is the Final Reading of the Ordinance amendment <br />21 regarding utility billing procedures and noted the prior two readings did not include any <br />22 suggested changes. He explained that the current process for charging penalties on delinquent <br />23 utility bilis is $2 for the first occurrence and 10% of the cumulative balance thereafter and the <br />24 amended ordinance would include a 5% cumulative penalty per occurrence; in addition, <br />25 delinquent accounts with balances greater than $50 and at least two quarters past due would be <br />26 certified to the County. <br />27 <br />28 Motion by Councilmember Jenson, seconded by Councilmember Roth, to approve Final Reading <br />29 and Adopt Ordinance 2012-10; Amending Chapter 33 and Chapter 52 Regarding Utility Billing <br />30 Procedures. <br />31 <br />32 Motion carried unanimously. <br />33 <br />34 VII.
