He indicated total <br />cost of the project is $2,081,239 and funding sources include special assessments and 429 Public <br />Improvement Bonds and the City has the option to use water, sanitary, and storm water funds to <br />pay for the improvements. He advised two public meetings have been held and a third public <br />meeting will be held in the spring. He reviewed the project schedule noting that the public <br />hearing to award the contract will be held in February and construction will begin in April or <br />May with substantial completion in September. <br />Councilmember Roth stated the City's soil presents problems and asked if these problems create <br />any sort of risk for the City's gas lines. <br />City Engineer Hubmer explained that the City's standard operating procedure since 1999 has <br />been to have CenterPoint Energy replace all the gas lines whenever the City is doing a street <br />improvement project and this gas line work is done at no expense to the City or property owners. <br />He stated that CenterPoint has been switching over to plastic, non -corrosive pipe that does not <br />spark and is less prone to combust if accidentally hit. <br />Councilmember Stille requested that the City be very clear with residents about location of fire <br />hydrants and tree removal to avoid any misunderstanding by residents. <br />Motion by Councilmember Roth, seconded by Councilmember Gray, to approve the Resolution <br />12-087; Accepting the 2013 Street and Utility Improvement Project Plans and Specifications and <br />Ordering Advertisement for Bids. <br />Motion carried unanimously. <br />City Engineer Hubmer reported that the Met Council recently approved the City's I&I grant <br />request for 2013 and approved $107,000 for this year's street project. He noted that this amount <br />could increase if other cities choose not to participate or spend their entire allocation. He also <br />reported that the backflow preventer at Mirror Lake has been installed which will allow the <br />storm water treatment system to function properly. Ile also reported that the storm sewer work <br />on Lowry Avenue is complete and the system is operational. <br />Mayor Faust thanked City Engineer Hubmer for the updates. He also thanked City Engineer <br />Hubmer and City Manager Casey for their efforts in securing the Met Council I&I grant. <br />B. Ordinance 2012-13; An Ordinance Amending Chapter 33: Fees.
