He also reported that the St. Anthony Civic Orchestra will be holding a benefit <br />concert on May 12"i. <br />Councilmember Roth reported on his attendance at the April 9°i City Council worksession at <br />which time the City Council discussed the flooding event. He stated the City Engineer presented <br />possible solutions and the City Council directed the City Engineer to continue to pursue some of <br />the recommendations with various State agencies. <br />9 Councilmember Stille—No report. <br />10 <br />11 Mayor Faust reported on his attendance at the following: <br />12 • April 9°i City Council worksession. <br />13 • April 9°i Regional Council of Mayors meeting. He stated that Maureen McAvey from the <br />14 Urban Land Institute gave a presentation on real estate in the new economy. He noted <br />15 that Ms. McAvery's PowerPoint presentation will be obtained and distributed to the City <br />16 Council. He stated that Matt Schmitt from the Urban Land Institute also gave a <br />17 presentation on infrastructure in the new economy and the impact of broadband. He <br />18 added that Mr. Schmidt's presentation will be shared with the City Council. <br />19 • April 9°i meeting on the Northeast Diagonal. He stated the original project report was <br />20 written in 2002 and nothing has happened since that time; however, the City should keep <br />21 this on the forefront of future discussions. <br />22 <br />23 VIII. COMMUNITY FORUM. <br />24 <br />25 Mayor Faust invited residents to come forward at this time and address the Council on items that <br />26 are not on the regular agenda. <br />27 <br />28 Ms. Becky Cole, 373 Old highway 8 SW, 4206, New Brighton, appeared before the City <br />29 Council and stated she lived in the Equinox apartments for approximately three years and her <br />30 experience with this property has been a nightmare. She stated she was twice threatened with <br />31 eviction for non-payment of rent even though her rent was not late. She stated she was told she <br />32 could have a satellite dish on her balcony if she secured an insurance policy for half a million <br />33 dollars naming the property as beneficiary. She stated she told them that this violated the FCC <br />34 rules and she was required to sign a form but did not have to get insurance; however, the satellite <br />35 technician refused to install the dish because there was no safe place to ground the satellite dish. <br />36 She stated that her air conditioner did not work properly last summer and the building <br />37 management kept coming up with excuses for why it did not work. She stated she moved out on <br />38 February 29, 2012, because the building management refused to renew her lease. She stated she <br />39 was frequently told that the building management wanted to show her apartment but no one <br />40 came to view the apartment. She indicated she had movers at the apartment on February 22°`r in <br />41 order to give herself time to clean the apartment before surrendering the keys on February 29"i, <br />42 She stated she had the building management do a walk-through and they deducted several items <br />43 from her security deposit even though she had the apartment cleaned professionally. She stated <br />44 she wanted to bring this to the City Council's attention because the Equinox apartments and <br />45 other building managers do what they do because they can and cities have regulatory authority <br />46 over how these businesses are run. She asked the City Council why it was okay for this business <br />
