Ordinance 2012-13; an Ordinance Amending Chapter 33, Fees, Rates and Charges (final <br />reading). Mark Casey, City Manager,presenting, <br />City Manager Casey presented the third and final reading of Ordinance 2012-13 amending <br />Chapter 33 to remove some of the fees, rates, and charges from the City Code and allowing these <br />fees to be set by resolution in order to increase administrative efficiency and reduce costs. He <br />added that building permits and other land use fees have been amended to equal the cost of the <br />service being delivered. <br />Motion by Councilmember Stille, seconded by Councilmember Roth, to approve Final Reading <br />and adopt Ordinance 2012-13; Amending Chapter 33; Fees, Rates, and Charges. <br />Motion carried unanimously. <br />B. Resolution 13-014; a Resolution Approving the 2013 Fee Schedule. Mark Casey City <br />Manager, presenting. <br />City Manager Casey explained that there were no changes to the fee schedule from 2012 and <br />these fees will be adopted in the future by resolution which will create greater efficiency and <br />allow the City to be more flexible in setting fees. <br />Mayor Faust requested further explanation regarding this Resolution compared to the previous <br />Ordinance just approved by the City Council, <br />City Manager Casey advised that in the past, all fees charged by the City were contained in one <br />Ordinance; State Statute indicates that official controls are fees dealing with such things as land <br />use and building permits and can only be adopted by Ordinance, which the City Council <br />approved in its previous action. He stated that all other fees may be adopted by resolution and <br />include items such as liquor licenses and inspection fees; in addition, the resolution approving <br />these fees does not require three readings and will increase administrative efficiency. <br />Motion by Councilmember Roth, seconded by Councilmember Stille, to approve Resolution 13- <br />014; Approving the 2013 Fee Schedule. <br />Motion carried unanimously. <br />C. Resolution 13-015 • a Resolution Approving the Fire Union Contract Mark Casey City <br />Manager, presenting. <br />City Manager Casey stated that this is a two-year contract with the Fire Department and includes <br />a 2% wage increase in both 2013 and 2014. He advised the contract also includes a re -opener <br />clause for 2014 to allow for adjustments to the health insurance benefits contribution. <br />
