Ordinance 2012-13; an Ordinance Amending Chapter 33, Fees, Rates and Charges (final
reading). Mark Casey, City Manager,presenting,
City Manager Casey presented the third and final reading of Ordinance 2012-13 amending
Chapter 33 to remove some of the fees, rates, and charges from the City Code and allowing these
fees to be set by resolution in order to increase administrative efficiency and reduce costs. He
added that building permits and other land use fees have been amended to equal the cost of the
service being delivered.
Motion by Councilmember Stille, seconded by Councilmember Roth, to approve Final Reading
and adopt Ordinance 2012-13; Amending Chapter 33; Fees, Rates, and Charges.
Motion carried unanimously.
B. Resolution 13-014; a Resolution Approving the 2013 Fee Schedule. Mark Casey City
Manager, presenting.
City Manager Casey explained that there were no changes to the fee schedule from 2012 and
these fees will be adopted in the future by resolution which will create greater efficiency and
allow the City to be more flexible in setting fees.
Mayor Faust requested further explanation regarding this Resolution compared to the previous
Ordinance just approved by the City Council,
City Manager Casey advised that in the past, all fees charged by the City were contained in one
Ordinance; State Statute indicates that official controls are fees dealing with such things as land
use and building permits and can only be adopted by Ordinance, which the City Council
approved in its previous action. He stated that all other fees may be adopted by resolution and
include items such as liquor licenses and inspection fees; in addition, the resolution approving
these fees does not require three readings and will increase administrative efficiency.
Motion by Councilmember Roth, seconded by Councilmember Stille, to approve Resolution 13-
014; Approving the 2013 Fee Schedule.
Motion carried unanimously.
C.
