ANTIMONY VILLAGE MEMORANDUM <br />To: <br />Honorable Mayor and City Council <br />Mark Casey, City Manager <br />From: <br />Kelsey Johnson, ACIP; City Planner <br />Todd Hubmer, PE, City Engineer <br />Date: <br />February 6, 2013 <br />City Council Regular Meeting for February 12, 2013 <br />WSB Project No. <br />02170-010 <br />Request: <br />Request for Site Plan Approval for the Proposed Senior Landings <br />Project at Silver Lake Village Development <br />STAFF RECOMMENDATION <br />The Applicant's request for site plan approval for the construction of a 172 unit affordable senior <br />development to be constructed in the place of the now vacant land and building owned by the City of St. <br />Anthony Village and a private association respectively is reasonable and consistent with the Village at St. <br />Anthony PUD Final Development Plan, the Phase III Redevelopment Agreement for this property, and <br />the City's Comprehensive Plan, Based on our review and an analysis of the documents and reports <br />presented, staff recommends approval of the requested site plan approval to construct the proposed <br />development for the property located at 2500 38t" Avenue NE subject to the conditions as outlined in <br />Exhibit C. <br />PLANNING COMMISSION RECOMMENDATION AND MEETING SUMMARIES <br />At the January 28, 2013 regular meeting of the Planning Commission, the Planning Commission <br />recommended that the City Council approve the request for site plan approval for the proposed Senior <br />Landings project. The Planning Commission voted 6-0 for this project (with one member absent with <br />prior notice). <br />At the meeting of the Planning Commission, residents from the Silver Lake Condominiums expressed <br />concerns with the proposed development. As an outcome of these concerns, the City Manager and City <br />Planner met with residents on February 6, 2013 to listen to their concerns and offer an explanation and <br />guidance on City process and land use controls. Many of the concerns raised both at the Planning <br />Commission meeting and the staff listening session included concerns over the lack of existing parking <br />conditions on their site as well as within the immediate surrounding areas, particularly when they have <br />visitors or special events at their home. Questions relating to maintenance and an understanding of private <br />vs. public roads were also something that was brought up and discussed. In general the residents were <br />aware of and in favor of development on the adjacent property to theirs, but felt that more communication <br />from the developer during earlier phases of the proposed development would have been nice. Traffic <br />speeds along 39'" Avenue NE was also discussed. Further staff analysis of these concerned are detailed <br />later in this report for the City Council's consideration. <br />25 <br />
